Legislative Update

The Governor has signed a number of bills that involve OSDE and public education. Summaries are included below.

HB 2784: Eliminates the requirement that schools store duplicate copies of student records in a separate facility, instead requiring both temporary and permanent records be stored, regulated, communicated and disclosed in a manner consistent with state and federal law. Allows districts to store student records either electronically or in paper format and directs that they be stored, backed up and secured in accordance with standards and protocols developed by the State Board of Education. Directs that transcripts be maintained for not less than 80 years. Requires all other records to be disposed of between five and seven years after graduation, transfer or withdrawal from the district. Directs the State Board to promulgate rules for notification before destruction of records. Effective July 1, 2016.

HB 2957: Eliminates separate qualitative and quantitative evaluation ratings and instead provides for one “district evaluation rating” for the Teacher and Leader Effectiveness Evaluation System (TLE). Requires evaluations for 2015-16 and 2016-17 to be based on the qualitative component of TLE. Eliminates quantitative ratings from the evaluation components, including performance measures based on student academic growth using standardized test data. Districts choosing to use quantitative measures may do so at their own expense.

Allows for teachers who receive “superior” and “highly effective” ratings to be evaluated once every three years. Allows for evaluations to be done by a designee of the principal, supervisor, content expert, department chair, peer committee or other trained persons or groups of persons.

Requires each school board to develop, maintain and annually review a written policy of evaluation and corresponding professional development for all teachers and administrators. Requires SDE to work with school districts during the 2016-17 school year to develop individualized programs of professional development. During 2017-18, districts will incorporate the programs on a pilot basis, and in 2018-19 the programs will be fully incorporated. These programs will count towards already required professional development and not institute any new requirements.

Beginning in 2017-18, a career teacher receiving a rating of ineffective shall be dismissed; however, the superintendent and board may approve continued employment. A career teacher receiving a rating of needs improvement for three consecutive years may be dismissed. Effective July 1, 2016.

HB 3206: Requires the Office of Management and Enterprise Services (OMES) to analyze and submit to the State Board of Equalization the amount of monies remaining in the General Revenue Cash-flow Reserve Fund which are not necessary for current year cash-flow needs and are available for legislative appropriation by the first Monday of each December. Effective September 1, 2016.

SB 1030: Requires appropriated agencies to submit an itemized estimate of needs for the ensuing fiscal year and the following two fiscal years when they submit their budget requests each year to the Office of Management and Enterprise Services (OMES). The bill also requires agencies to submit an estimate of revenues from all sources to be received by the agency for the ensuing fiscal year and the following two fiscal years. Requires the budget committees of the Legislature to establish budget performance measures for each agency to obtain measurable data in order to determine if the agency is performing its duties in the most cost-effective manner possible. Effective May 16, 2016.

SB 1357: Adds a member to the Oklahoma Food Service Advisory Council within the State Department of Health. The new member, appointed by the Commissioner of Health, shall represent the School Nutrition Association of Oklahoma. Effective November 1, 2016.


New Oklahoma Attorney General Opinion Regarding Educational Services to Students in Day Treatment Programs

The Oklahoma Office of the Attorney General has released opinion 2016 OK AG 4, which addresses questions about the education-related legal obligations of school districts and day treatment programs regarding students who are attending such programs.

OSDE encourages school districts to review this opinion, particularly districts where a day treatment program is located and those that provide educational services by contract to students at a day treatment program outside the district. The opinion also addresses services to students at residential facilities to some extent, and OSDE encourages review by districts where a residential facility is located or that may provide services to students at a residential facility.

The Oklahoma Supreme Court considers an Attorney General Opinion binding on state officials unless a court with jurisdiction holds otherwise (see Branch Trucking v. Oklahoma Tax Commission, 801 P.2d 686, Okla. 1990).

Alternative Education End-of-Year Program Report Due

The Alternative Education End-of-Year Program Report is due before your program closes for the summer. This year, only aggregated information is required. You will not have to detail the information for each individual student.

Instructions and tips for filling out the form:

Gather your data before you sit down to complete the online form. There is no way to save a partially filled out form.

  1. Open the Alternative Education End-of-Year Program Report form.
  2. Print the page.
  3. Collect your answers to the questions on the form using your student data.
  4. Open the online form again and enter your data.
  5. After you have answered all required questions, click the Submit Button and your completed document will be sent to us.

STEAMmaker Camp Professional Development Opportunities

The Oklahoma Department of CareerTech is excited to announce two professional development opportunities for teachers across the state and offer them at no cost to participants.

STEAMmaker Camp: June 7-10

What: Come learn, play and invent in this awesome camp using littleBits, Makey Makeys, ArtSnacks and  more.

Where: Francis Tuttle Technology Center’s Portland Campus located at 3500 NW 150th St. in Oklahoma City

When: June 7-10, 8 a.m. to 4:30 p.m. and 6 p.m. to 9 p.m. (optional)

  • June 7-9 with teams of students
  • June 10: teachers only for project-based learning training (no optional evening portion)

Who: Teams of 2 teachers with 5-8 students in grades 6-10

Why: Teachers will get high-quality, hands-on experience on how to make and run their own MakerEd space. Plus, it’s super fun to geek out with your friends while having a great summer camp experience!

  • June 14-15: teacher teams with 5 students

Who: Teams of 2 teachers with 5 students in grades 7-10

Why: Teachers will get high-quality, hands-on experience on how to incorporate coding into their classrooms.

Upcoming Physical Education Standards Workshop

Date: Friday, June 10

This workshop is designed to help physical education teachers better understand and apply the newly revised Oklahoma Physical Education Standards and Grade Level Outcomes. Information gained from the workshop will assist teachers in curriculum planning and assessment of student learning.

The workshop will be held on Friday, June 10, from 8:30 a.m.-12:30 p.m. on the campus of the University of Central Oklahoma. All participants will meet in the College of Education building, Room 102.

Don't Miss the Indian Education Summit

Dates: June 14-16

Please share the following information with your federal program director, Indian Education Director and staff.

OSDE, in partnership with the American Indian Institute and the South Central Comprehensive Center of the University of Oklahoma, will host the 4th Annual Indian Education Summit June 14, 15, and 16, 2016, at the Reed Conference Center, Sheraton Midwest City Hotel. 

OSDE invites you to attend this outstanding education conference with your Indian Education Department and program staff. There will be presentations on Oklahoma’s new academic standards in math and English language arts and outstanding sessions from Johnson O’Malley (JOM). Additional sessions include Title VII Indian Education programs and Native American Language programs.

Keynote speakers include State Superintendent of Public Instruction Joy Hofmeister, Shawn Sheehan (Oklahoma Teacher of the Year and national finalist), and Robert Cook (2006 NIEA Teacher of the Year). A wide variety of resources that will benefit your Indian Education program will be available.

Districtwide Student Needs Assessment Is Live on Single Sign-On

Deadline: Thursday, June 30

Districts need to complete the Student Needs Assessment report for their 6-12 graders by June 30 on Single Sign-On. The report has already been opened to ensure all staff can complete the report before summer break.

School District Audit Contract Forms Due

Deadline: Thursday, June 30

The State Auditor and Inspector released the list of approved school district auditors on January 20, 2016. This list should be used by local Boards of Education in selecting an auditor for the 2015-2016 school year in accordance with 70 O.S. § 22-103.

Districts are required to submit a copy of the completed Audit Contract form to OSDE.

OCAS Financial Data Available

Deadline: Thursday, June 30

FY 2016 trial OCAS financial data submissions are available until June 30, 2016. This is an opportunity for districts to clean up OCAS errors and print district financial reports. The Oklahoma Cost Accounting System is available through Single Sign-On. If you need assistance, contact Financial Accounting at (405) 521-2517.


Third-Quarter Dropout Report Is Live on the WAVE

Deadline: Tuesday, July 5

All 7-12 grade sites need to confirm their data in the WAVE by July 5. The report has already been opened to ensure all staff can complete the report before summer break. 

Note: There has been a legislative change.

SB 1004: Changes reporting of student dropouts from quarterly to annually. Effective July 1, 2016.

As a result of this new legislation, OSDE will complete both 3rd and 4th Quarter Dropout Reports for FY 2016. Starting in the FY 2017 school year, OSDE will be combining the Dropout Report with the Comprehensive Exit Report, which is due in October. Stay tuned for updates regarding next school year’s reporting process.


Alternative Education Expenditure Reports

Deadline: Monday, August 1

The deadline for submitting Alternative Education Expenditure Reports to the Alternative Education Office is August 1, 2016. Reports can be submitted by fax to (405) 522-0496, by mail to 2500 N. Lincoln Blvd., Oklahoma City, OK, 73105, or electronically via email to jennifer.wilkinson@sde.ok.gov. Your district will not have access to the 2016-2017 Alternative Education Implementation Plan until SDE receives this report.

Any school district that fails to submit an expenditure report to the State Department of Education by August 1 of each school year as required by 70 O.S. § 1210.568(E) shall have state aid for alternative education programs withheld until all reporting requirements have been met.

FY 2016 Annual Title I and Title VI Report Available

Deadline: Friday, August 8

The Annual Title I and Title VI Report can now be accessed on Single Sign-On.

The Title I data submitted on this form is cumulative data for the entire 2015-2016 school year. The data for Title I should NOT be the same as the data reported on the district's 2015-2016 Annual Accreditation Application that was due in October 2015.

The Annual Statistical Report, which is due 10 days following the end of the year for State Aid purposes, may include data that could be used for reporting Title I schoolwide data. Information included in this report will also document the use and impact of Title VI Part B, Subpart 1, REAP Flex and Subpart 2, Rural Low-Income Schools Programs.

Reading Sufficiency Act (RSA) Annual District Reading Plan

Deadline: Wednesday, August 31

The RSA Annual District Reading Plan is now available on Single Sign-On. The deadline to complete this report is Wednesday, August 31, 2016. All Oklahoma school districts must submit their district site RSA plans to meet school year 2016-2017 requirements. These requirements include reading goals, required assessments and reporting.

Bilingual Count Verification Process for Accreditation Now Available

The new Bilingual Count Verification Process for Accreditation document is now available on the Federal Programs Title III page of the SDE website. 

The 2016-2017 Bilingual Count Verification Process for Accreditation packet will serve as a tool to clarify the intent and purpose of the Home Language Survey (HLS) for LEAs and RAOs. The packet also includes the following documents:

  • Bilingual Count Criteria for Accreditation Application
  • Home Language Survey Form
  • Bilingual Identification Chart
  • WAVE Coding for Bilingual/EL Students
  • Purpose of the Home Language Survey for Parents/Guardians

Title I Academic Achievement Awards Recognition

The purpose of the Title I Academic Achievement Award is to recognize and honor Title I elementary and secondary schools that exceeded Annual Measurable Objectives (AMOs) for two or more consecutive years or significantly closed the achievement gap between groups of students.

In addition, these Title I schools will receive a monetary award and will serve as models of best practices for schools of similar demographics identified for school improvement.

Two schools have met the criteria to receive a FY 2015-2016 Title I Academic Achievement Award for the following categories:

District: OKC Charter, KIPP Reach College Preparatory
Category: Exceeded AMO Performance Two or More Years in Mathematics
