Incentive Evaluation Commission to receive public comment
Meeting set for Nov. 10
OKLAHOMA
CITY – The
Incentive Evaluation Commission received Friday draft evaluations for the 11
state economic tax incentives under review this year and set a process for
public comment.
The
commission will meet at 2 p.m. Thursday, Nov. 10, at the State
Capitol, to receive public comment before voting whether to accept the
evaluations.
Members
of the public wishing to speak at Thursday’s meeting can email beverly.hicks@omes.ok.gov and include their name, the incentive they wish to
address on the subject line and a description of what they wish say in
the body of the email. Requests to speak must be received no later than 2 p.m.
Tuesday, Nov. 8.
Comment
on the evaluations can also be entered at iec.ok.gov by submitting
feedback on the evaluations, schedule page. The draft evaluations with an
explanation of the recommendations can be viewed on the documents page. An
agenda for Thursday’s meeting will also be posted on the website.
Evaluations
accepted by the commission will be formally submitted to the governor and
Legislature in December. Under a law enacted in 2015, all state tax incentives
must be reviewed by the commission once every four years. The reviews must
recommend whether the incentives be retained, reconfigured or repealed.
Under the state’s Incentive Evaluation Act, the incentives were
evaluated by an independent consultant under criteria approved by the
commission. This year’s evaluations were conducted by the private firm Public
Financial Management, Inc., a national firm specializing in public sector
finances. The firm spent several months in Oklahoma analyzing data and meeting
with stakeholders to produce the commission’s first set of evaluations.
