Oklahoma City announces new Municipal Court Administrator

City Manager Craig Freeman announced today the selection of Mankinta Holloway as Oklahoma City’s Municipal Court Administrator. He will start on March 7.
Holloway has worked as the Court Administrator for the City of Birmingham, Alabama, since 2013. Before that, he was Birmingham’s parole and probation administrator over municipal court.
Holloway replaces LaShawn Thompson, who has served in a dual role as an Assistant City Manager and Court Administrator since 2022. Thompson will continue as Assistant City Manager.
The City conducted a nationwide search for the position.
“Holloway has led the operations section of the municipal court system in Birmingham for the past 12 years,” City Manager Craig Freeman said. “During that time, he successfully transitioned Birmingham courts to a paperless system and launched a virtual court. He is compassionate, innovative and understands the day-to-day operations of managing a municipal court.”
Holloway will provide support to Judicial Services and oversee approximately 63 employees in five divisions:
- Court Administration and Facility Operations.
- Community Outreach, Compliance and Enforcement Services.
- Court Services.
- Probation Services.
- Financial Services.
“Embarking on this journey together, we have the ability to embrace new beginnings because of the work that has already been done,” Holloway said. “This is our opportunity to build the next steps of justice within the OKC community by using one of the greatest superpowers we possess: SERVICE.”
Holloway earned his bachelor’s degree in criminal justice from Jacksonville State University in Alabama.
Throughout his career, Holloway has earned several intervention certifications such as Managing Crisis Safely (MCS), Domestic Violence Intervention Programs (DVIP), Anger Management Intervention (AMI) and a host of others. He is a member of the National Association for Court Management (NACM), the National Forum for Black Public Administrators (NFBPA), the National Association of Blacks in Criminal Justice (NABCJ) and the American Parole / Probation Association (APPA).
