Location: 2243 W. Eubanks St.
Deceased Suspect: Ragan, Kavon (B/M, DOB: 3/11/2002).
Wounded Officer: Sgt. Joshua Scott (eight years of service).
Involved Officers: Sergeant Clint Music (15 years of service); Sergeant Matthew Gilmore (20 ½ years of service); Unnamed member of the U.S. Marshals Task Force
Narrative: Shortly after 9:00 AM on July 2, 2024, officers from the Oklahoma City Police Department were summoned to 2243 W. Eubanks St. regarding a man pointing a gun at another person inside the home. Officers encountered the suspect, 22-year-old Kavon Ragan, from across the street as he was on his front porch. Officers tried to speak with Ragan and de-escalate the situation. Ragan refused to follow the officers’ commands, continuing to go in and out of the home.
A short time later, Ragan began firing shots at the officers, ultimately wounding Sgt. Joshua Scott. Sgt. Scott was transported to an area hospital by another officer at the scene.
Officers learned Ragan had five other people in the home with him, three of whom were children. Ragan continued to randomly fire at police personnel and refused all opportunities to surrender peacefully.
At approximately 11:47 AM, Ragan was shot and killed by an OKCPD officer. An entry team entered the home and found the other occupants unharmed.
We wish to thank the U.S. Marshals Service, Oklahoma Highway Patrol, Federal Bureau of Investigation, Oklahoma County Sheriff’s Office and all other agencies for assisting us on this difficult and demanding event. Further we wish to thank the Oklahoma City Fire Department, along with EMSA for staging at the scene and providing additional support.
Sgt. Scott was taken to surgery and is recovering from his injuries.
Two OKCPD officers and one U.S. Marshals Task Force member returned fire during the incident. The involved officers have been placed on routine administrative leave pending the outcome of the investigation.
