Ethics Commission Rule Updates and Settlement Agreements
During its meeting today, the Ethics Commission took public comment on the following proposed changes to the Ethics Rules:
- 2019-01. ADOPTED. Sponsored by Commissioner Laster. This amendment defines "coordination or coordinated" for purposes of determining what activities will and will not be considered contributions.

2019-02. Carried over to January 25, 2019 10:00 a.m. special meeting at 10:00. Sponsored by Commissioner Long. This amendment makes disclosure for communications advocating for or against legislation subject to the same requirements as communications advocating for or against candidates or state questions.

2019-03. Previously adopted. Sponsored by Commissioner Hawkins. This amendment requires an elected officer or chief administrative officer of a state agency to wait 2 years prior to lobbying or otherwise attempting to influence state activity (contracts, licensure, disciplinary activity etc.)

2019-04. ADOPTED. Sponsored by Commissioner Laster. Amends the campaign finance rules regarding candidate interaction with political action committees. The original language was amended twice, those amendments will be posted here.
Settlement Agreements Approved
During its meeting today, the Ethics Commission entered into two settlement agreements.
1. In Re Stephanie Milligan, Treasurer for Oklahoman's for Healthy Living (PAC), Case No. 2017-10. Ms. Milligan acted as Treasurer of the political action committee (PAC) Oklahoman's for Healthy Living from February 6, 2014-October 31, 2015. The PAC failed to report multiple contributions to candidates. Ms. Milligan agrees to pay $1,000 to the State General Revenue Fund within 30 days.
2. In re Wilson for State House 2018, Case No. 2018-19. Mr. Wilson registered a committee with the Commission and failed to file eight reports with the Commission after registering a candidate committee. Mr. Wilson ultimately did not run for office. He agrees to file all the outstanding reports and dissolve his committee prior to January 31, 2019.
Special Meeting: January 25, 2019
The Commission will hold a special meeting on Friday, January 25, 2019 at 10:00 a.m. to consider Proposed Amendment 2019-02.
