COMMUNITY SUPERVISION PROGRAM

The Oklahoma Department of Corrections plans to implement a Community Supervision Program (CSP) to help relieve prison overcrowding. The CSP identifies nonviolent, minimum security level inmates within 18-months of completing their sentences. ODOC Probation & Parole will supervise CSP participants and initially place them on GPS monitoring. 

Statutory Authority

·        Title 57, Section 510.1 – ODOC is authorized to extend the limits regarding place of confinement for committed offenders by granting a pass authorizing offenders to be away from the correctional facility to:

o   Contact prospective employers.

o   Participate in work, educational and training programs in the community.

 

Program/Placement Qualifications

·        Minimum security, nonviolent inmates within 18 months of projected release.

·        Inmates identified through the ODOC Offender Management System.

·        Crime information verified through the National Crime Information Center (NCIC) record check.

·        ODOC internal screening of inmates to include exclusions, misconducts, program enrollments.

·        Paperwork review to include completed program plans, packets prepared for ODOC Population Department, and preliminary packets review.

·        Case managers and ODOC Probation and Parole notified of approvals.

·        Pre-admission conferences with probation officers.

·        Schedule admission into the program, notify law enforcement, notify inmates’ families

·        Inmates fitted GPS monitors, admitted to supervision.

 

Inmate Exclusions

·        Consecutive sentences.

·        85% sentences.

·        Violent crimes defined by Title 57, Section 571.

·        Sex or domestic violence offenders.

·        Drug -trafficking convictions.

·        Participants in delayed sentencing program.

·        Inmates sentenced for placement in intermediate revocation facility.

·        Participants currently in the electronic monitoring program.

·        Inmates with sentences in which the remaining balance is suspended upon successful completion of a program.

·        Cases pending judicial review.

·        Pending felony cases.

·        Active protective orders.

 

Supervision Process

·        ODOC Probation & Parole will supervise CSP participants.

·        First contact with participants will be made within 5 days.

·        First home visits with participants will be within one month.

·        Contacts with probation officers contacts will take place at least twice per month.

·        Supervision will initially include GPS monitoring for 6 months.
