 Broken Arrow City Manager Michael Spurgeon
Gov. Kevin Stitt has appointed Broken Arrow City Manager Michael Spurgeon to the Tulsa Community College Board of Regents, effective July 1, 2025.
Spurgeon brings more than 30 years of experience in public service and local government leadership, including nearly a decade as City Manager for the City of Broken Arrow.
As City Manager, Spurgeon functions as the city's chief executive officer, overseeing daily operations, utilities, and implementation of the Broken Arrow City Council’s policy direction. His leadership is guided by a commitment to transparency, community engagement, and long-term strategic planning.
Broken Arrow was home to more than 3,500 TCC students in the last academic year, accounting for nearly 17 percent of the student body. The city was also home to more than 350 faculty and staff members, representing more than 16 percent of TCC’s workforce.
“Michael's background and municipal experience will be a strong asset to Tulsa Community College as it continues to equip students with the skills they need to succeed,” Stitt said. “He's a leader who will bring valuable insight to the board, and I'm proud to appoint him.”

He places a strong emphasis on maintaining public safety, improving communication, and advancing initiatives that elevate the quality of life for all residents.
