When construction begins on a major roadway project like the Houston Street widening between Garnett Road and Olive Avenue, it typically represents about six to seven years’ worth of work to get to this phase of the project. In fact, for the Houston Street project, it actually began back in 2017 when that mile was first identified as a capital improvement project, and placed on the list of projects in the Transportation proposition of 2018 General Obligation Bond that voters ultimately approved. These are the phases of a project life cycle:
- Securing funding
- Designing the improvements
- Receiving environmental clearances
- Acquiring right of way
- Relocating the utility lines
- Construction of the improvements
