There were nearly 50 items on the agendas of the Broken Arrow City Council, the Broken Arrow Municipal Authority, and the Broken Arrow Economic Development Authority meetings on Dec. 3, 2024. Here is Tuesday night’s recap.
A special meeting was held by the City Council to consider candidates interested in filling the Ward 3 vacancy. The Council heard from nine people who met the requirements for appointment to the seat. Click here to watch the meeting as each of the nine individuals introduced themselves to the public. During its Regular Meeting, the City Council voted to table a possible appointment until the Dec. 17 meeting which gives Councilors time to individually consider the candidates interested in the vacancy. Council authorized Resolution 1615 which provides notice of and calls for an election on April 1, 2025, for Wards 1, 2, 3, and 4. The elections for Wards 1 and 2 will be for the full four-year term. The elections for Wards 3 and 4 will be to fill the remaining two years of each seat’s current four-year term.
The Council approved a project agreement with the Oklahoma Department of Transportation to construct Broken Arrow Creek Trail Phase 2. The project is estimated to cost $1.59 million to design and build the continuation of a trail that will improve connectivity for walking and biking. According to the agreement, the City will utilize $1.2 million in Surface Transportation Program (STP) funds for most of the construction cost. The remaining $318,959.56 will be paid from the 2018 General Obligation Bond.
They also awarded a $525,489 construction contract to Gober Construction, LLC, for concrete panel street repairs for Turtle Creek Phase 2. The project includes the removal and rehabilitation of approximately 5,700 square yards of concrete roadway panels, sidewalk, curb, sewer, and ADA ramps. The Turtle Creek subdivision is on the northwest corner of Houston Street and Elm Place.
 The Council authorized the Engineering Department to proceed with the final design of the Olive Avenue widening project between Albany Street and Kenosha. The roadway will be widened to three lanes however, community meetings will be held with the public to discuss the traffic data on Olive Avenue, which has not increased between 2014 and 2024, as well as future improvements to the intersection at Olive Avenue and Kenosha Street. The engineering estimate to widen the roadway to three lanes is $8.8 million, a four-lane road is estimated to be $11.2 million, and a five-lane widening has a $12 million estimate. Approximately $3.9 million is available from the 2014 Bond and $3 million in STP funds has been secured for this project. Additional funding would need to be allocated. The City Council also approved a contract with Muscat Co., the lowest responsible bidder, to paint traffic signals for 39 locations throughout the city. The contract, in the amount of $374,250, will be paid from the Street Light Fund.
The City Council authorized two emergency resolutions in response to damage to infrastructure from the excessive rainstorms the city experienced in November 2024. By activating the City’s emergency operation protocols, the city authorized an informal bidding process in the public's best interest to expedite the repairs.
- Resolution No. 1617 authorized an emergency declaration for the environmental cleaning and restoration of the headworks wet well pumping structure at the Lynn Lane Wastewater Treatment Plant. Following the rainstorm on Nov. 9, City staff reported that three of five main submersible pumps that regulate flows into the plant were offline and inoperable after a large volume of soil and debris had impacted the wet well. - Damage was discovered to the Haikey Creek Bridge on New Orleans Street. Resolution No. 1616 expedites the bidding process so that the City Manager can sign a contract for an emergency repair to the bridge. The Council tabled a vote on a Planned Unit Development and Rezoning request for a multi-family development with a maximum of 108 units as part of the Gatesway Foundation campus off College Street between Lynn Lane and County Line Road. Councilmembers will hold a community meeting with the developer and the residents who live nearby prior to making a determination on the request.

The Broken Arrow Municipal Authority (BAMA) Trustees received the Total Water Supply Report, and the Monthly Operational Report for October. Those reports included:
- The Average Day usage through the end of October was 14.9 million gallons daily (MGD).
- Total water treated at the plant through October 462.5 million gallons (MG).
The Trustees also received the October 2024 Oklahoma Department of Environmental Quality Discharge Monitoring Report that was submitted to the ODEQ on Nov. 15.
- In October, the total wastewater collected, treated, and discharged was 144.202 MG.
- The average daily effluent flow was 3.547 MG.
BAMA trustees also authorized an access agreement with the Oklahoma Ordinance Works Authority d/b/a MidAmerica Industrial Park for a 3-million-gallon water storage tank.
The Solid Waste and Recycling Department submitted its Key Performance Indicators Report for October, which includes:
- 5,804,460 pounds of trash collected
- 917,740 pounds of recyclable materials collected
- 282,807 stops to provide service
BAMA authorized a construction contract for the BA Creek Trail Phase 2 waterline relocation bore segment for $99,081. Cook Consulting, LLC was the lowest responsible bidder.
Director of Utilities Timothy Robins, PE, updated BAMA regarding the City's Lead and Copper rules compliance with the Oklahoma Department of Environmental Quality (ODEQ). He also spoke about the public outreach employed to inform customers of unknown service line materials and galvanized service lines requiring replacement. BAMA approved a construction contract with TimberWolf Excavating, LLC, the lowest responsible bidder, for the Oak Crest Addition Sanitary Sewer and Waterline improvements for $6,860,730 with funding from an Oklahoma Water Resources Board (OWRB) loan.
