There were more than 60 items on the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings on Oct. 15, 2024. Here’s a recap from Tuesday night.
Council awarded the sale of $23,500,000 in General Obligation Bonds Series 2024A to BOK Financial Securities which provided the lowest of two bids with an interest rate of 3.61 percent. Proposition 1 projects of the bond include $19.8 million for Transportation improvements and Proposition 3 projects include $3.6 million Park and Recreation improvements. Council awarded a contract with Poe & Associates, Inc. for providing design services on the New Orleans Street Widening project from Garnett Road to Olive Avenue. The project will include designs for widening the existing two-lane asphalt roadway to a four or five-lane asphalt roadway with the addition of curb and gutter and sidewalks on both sides. The cost of the design services is $736,510. More information about this project is available here.
Council awarded a construction contract to Northeastern Irrigation & Landscape, Inc. for the Broken Arrow Gateways Entry Signage Project. The new signage will focus on gateway locations to beautify the entryways into Broken Arrow at primary and secondary locations. The gateways will help draw attention to pedestrians and motorists who cross the major entrances into the City. The cost of the project is $819,207.65. More information can be found here.
Council approved the purchase of 32,701 square feet of land near the grain tower in the Rose District. The land the grain tower sits on was owned by Union Pacific Railroad and UPRR has agreed to sell most of it to the City for $200,000. A quarter acre of land that runs along the north side of the railroad tracks will be leased from UPRR for $5,000 a year. The Council approved an Interlocal Agreement between Tulsa County and the City of Broken Arrow, concerning cost sharing of pavement rehabilitation of Olive Avenue from Jasper Street to Yazoo Street. Tulsa County will perform the asphalt paving operations, and the City of Broken Arrow will reimburse the county for 50 percent of the actual material costs and 50 percent of the equipment and labor costs estimated to be between $60,000 to $70,000.  Council was presented information about an upcoming survey about connectivity in the city. City staff is prepared to release a short micro-survey in late October that asks citizens to provide more information about walking and biking around Broken Arrow and their access to sidewalks and the trail system. The data from this micro-survey will be used to assist internal and external stakeholders during the project selection process for the Transportation proposition of the 2026 General Obligation Bond package.
Council approved several recognitions and proclamations during Tuesday night’s meeting including:
- October 2024 as Manufacturing Month
- Recognizing Brayden Phillips and Cooper White for achievements as members Broken Arrow High School Fishing Club Team
- Recognizing Broken Arrow Soccer Club’s 50th Year Anniversary
- October 2024 as National Colonial Heritage Month

In the Municipal Authority meeting, the Trustees awarded the construction contract for the New Elevated Water Storage Tank project to Landmark Structures. The new tank will be located at the northeast corner of New Orleans St. and Lynn Lane. The 2.5 million gallon water tank will enhance water pressure in the distribution system due to high demands and lack of storage. The cost of the new storage tank is $10.7 million.
