There were more than 60 items were on the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings on Sept. 3, 2024. Here’s a recap from Tuesday night.
The Manual of Fees for Fiscal Year 2025 was approved and will go into effect on Oct. 1, 2024. Each year, the City adopts, by resolution, the Manual of Fees that goes into effect on Oct. 1 of each year. The proposed new rates, which were approved, can be found here, and the current Manual of Fees with the rates for the public utility services provided by the City (water, sanitary sewer, trash collection, etc), Community Development fees, Parks and Recreation Fees, Fire Department fees, and others can be found here.
Council approved purchasing the property directly across from the Broken Arrow Events Park entrance on 101st Street for $225,000 and pay for it with Sales Tax Capital Improvement Funds. The City’s intention with the property is for future infrastructure improvements in this area, including the widening of 101st Street at the park’s entrance, traffic control, and electrical and asphalt installations. The cost of the improvements is $2.8 million which will be paid with Economic Development Loan Funds.
The design contract was amended for the 23rd Street widening project from Albany to Omaha Streets. A federal grant of $3 million was approved for the improvements and requires a revision of the design of the project to meet the standards of the Oklahoma Department of Transportation, which will conduct the bidding process when the construction documents are complete and approved. The project calls for the widening of 23rd Street to a five-lane roadway with a new bridge, sidewalk/trail, an enclosed storm sewer system, and relocation of the RWD4 waterline at the north end of the project. The amended contract will cost $154,150 and paid with 2018 General Obligation Bond Funds.
 Council authorized a five-year lease agreement with the State of Oklahoma, Department of Public Safety for the Driver’s License Test Facility at the Main Street Plaza Shopping Center in Broken Arrow. Since the beginning, the facility has been housed at 1635 S. Main Street, and the relationship between the City and Service Oklahoma (formerly DPS) has continued at this location since 2007. The cost of the 5-year lease is $50,000 and paid from the General Funds.
The Council approved a cost-share agreement with ScotFest for shuttle services during this year’s event Sept. 13 through 16 at Central Park. Due to the temporary relocation, patrons may continue to use Northeastern State University (NSU) for parking. Scotfest will provide a shuttle service to and from Central Park and NSU. The City's portion of the shuttle service is $8,750, which is paid with VisitBA funds.
Council approved the appointment of two Planning Commission members and two Wagoner County Commission members to serve on the Housing and Demographic Study Advisory Group. The group will review the Housing Needs Assessment and Forecast for Broken Arrow 2023-2040 that was presented earlier in the year. The Planning Commission nominated Robert Goranson and Jonathan Townsend, as well as Wagoner County Commission Members James Hanning and Darla Heller, to serve as members of this advisory group.
Congratulations to the eight high school students who were sworn in as the newest members of the Youth City Council for the 2024-2026 school year. The sophomores will serve three-year terms. Youth City Council is a three-year journey of learning how municipal government works, obtaining an understanding of local policy-making and opportunities to serve their community, and developing their leadership skills. Councilors approved the placement of the 75mm Pack Howitzer in front of the Oklahoma Military History Center for permanent display. The Oklahoma Military History Center received the howitzer from the 45th Division Museum. It will be secured to a concrete slab, and the ATF has confirmed that it has been rendered unusable. Council awarded a construction contract for the Public Works Field Office Renovation Project to Ascend Commercial Builders. The renovation of 7,000 square feet will transform the Windstream building, located behind the Broken Arrow Municipal Court on 1st Place, into offices and work areas for the Utilities and Streets and Stormwater Departments. The cost of the project is $1.7 million and will be paid with Street Sales Tax and 2018 GO Bond Funds.

In the Municipal Authority meeting, the Trustees approved the purchase of 12 new side loader refuse trucks for the Solid Waste Department. The new side loader trucks will replace older rear loader units in the fleet. Transitioning from rear loaders to automated side loaders will significantly enhance performance and improve safety for staff operations, especially during inclement weather conditions. The cost of the side loaders is $5.1 million and paid with Authority and loan funds.
The Trustees were presented with the results of the Adams Creek Wastewater System Feasibility Study. The study outlines a long-term plan for the Adams Creek Sewer Shed Basin in the northeast part of the city. Upsizing the current system and a new water reclamation plant are considerations included in the study.
The Trustees approved a Memorandum of Understanding between Broken Arrow Municipal Authority and MidAmerica Industrial Park. The MOU lays out the framework to work towards a definitive agreement between the Park and Authority to bring raw water from Grand River Dam Authority’s pump station to BAMA’s existing 36-inch waterline.
