Recapping the City Council, BAMA, and BAEDA meetings on May 7

There were more than 70 items on the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority meetings on May 7, 2024. Here’s a recap from Tuesday night.

Council approved the closing date of the sale of 15.01 acres of land for the Sunset Amphitheater. The $577,314.62 sale will close on or before May 17, 2024, and be paid to the Broken Arrow Economic Development Authority.

Council awarded the Cold Milling Asphalt construction contract to A&A Asphalt. The contract will assist the Streets and Stormwater Department in various milling projects throughout the year. The cost of services provided is $650,000 and paid with Streets Sales Tax fund and GO Bond funds.

Council approved several street improvements during Tuesday night’s meeting including:

An amendment to the design contract for the 9th Street from Washington Street to Houston Street widening project was approved. Due to a review with Union Pacific Railroad, right of way acquisition, and utility line relocation Garver, LLC will design the intersection improvements at 9th and Washington streets. This separate phase will allow the intersection improvements to be constructed prior to the street widening.
An amendment was approved for the consultant agreement with Kimley Horn for the Events Park Infrastructure Improvements. This amendment will extend the project to include design and topographical survey to widen 101st Street and the turnpike on-ramp, and to add enhancements to the park lighting.
Cherokee Pride Construction was awarded the Portland Concrete Street Repair contract to assist the city’s Streets and Stormwater Department with its street maintenance program.

Council approved recommendations from the Drainage Advisory Committee to use 2018 GO Bond funds for the following improvements:

A new storm sewer system along Dallas Street between 2nd Street and Haskell Park at a cost of $155,000.
Construction of an interceptor ditch and a storm sewer system at the Preserve Park Detention Pond at a cost of $325,000.
Designs for erosion control measures along the bank of Haikey Creek at the Diocese of South Tulsa at a cost of $50,000.
Design an update of a pond outlet structure at 215 S. Laurel Ave. at a cost of $30,000.
Cleaning and repairing an overgrown channel in the Oak Crest Third Addition at a cost of $30,000.

Council awarded the 37th Street Pavement Reconstruction project to Cherokee Pride Construction. The project on 37th between Kenosha and Albany streets, includes full-depth pavement reconstruction, widening from two-lanes to three-lanes, stormwater improvements, and the relocation for a Rual Water District 4 waterline. The cost of the project is $4,087,474. Construction is expected to begin this summer.

The Council approved the purchase of 0.2250 acres of real property located at 202 West Commercial. With the purchase, approximately 20 parking spaces will be added in close proximity to the Rose District. The cost of the property is $232,000.

Broken Arrow Economic Development Authority

The Trustees approved the $250,000 purchase of .17 acres and the grain elevator in downtown Broken Arrow’s Rose District. The grain tower sits on property owned by Union Pacific Railroad and Hansen Mueller has a lease agreement for the approximately .25 acres located at 502 South Main Street which will be transferred to the City of Broken Arrow. The purchase is funded with Broken Arrow Economic Development Authority funds.

The Trustees approved the Fourth Amendment to the Economic Development Agreement with OakTrust Development LLC, for the Aspen Ridge Development. The amendment was necessary due to the developer needing additional time to meet the expectations of the agreement. The amendment calls for:

Reasor’s to be built by Nov. 1, 2024
The apartment complex to be developed by Nov. 1, 2026
An additional 200,000 square feet of commercial and retail space to be developed by Dec. 31, 2025.

The next regular meetings are scheduled for Tuesday, May 21, 2024.
