The first City Council meeting of 2024 was highlighted with updates on roadway improvement projects and a public hearing to discuss the proposed creation of a Tax Increment Finance District for the new amphitheater coming to Broken Arrow.
Here’s a recap of a few of the 37 agenda items on the agendas Tuesday, January 2, 2024.
A professional services agreement with Professional Engineering Consultants, P.A. for the design of a street rehabilitation project of 23rd Street (County Line Road) between Kenosha and Albany streets was approved. The $105,000 agreement includes design services to provide plans for bidding and construction purposes, for the rehabilitation and replacement of asphalt paving, sidewalk connections, stormwater repairs, and adjustment of manholes and valve boxes to grade.
Progress is being made in the project to widen 37th Street (209th E. Ave.) between Kenosha and Albany streets. Councilors approved a $39,920 amendment to the existing consultant agreement of the design of the improvements project. The amendment was necessary due to changing conditions that occurred during the original design process. The revisions include design services for stormwater drainage and sanitary sewer infrastructure improvements along 37th Street for compliance with United States Army Corps of Engineers requirements.
An $84,550 agreement with Walter P. Moore and Associates was approved for the design of residential street rehabilitation projects in the Central Park and Bretton Woods subdivisions. The agreement includes design services to provide plans for bidding and construction purposes, for the rehabilitation and replacement of concrete pavement panels, curb and gutter, sidewalk, curb ramps, inlets, and adjustment of manholes and valve boxes to grade.
The Council approved an amendment to the inter-local agreement the City of Broken Arrow entered into with Wagoner County in June 2022. The purpose of the amendment extends the responsibilities of the City to maintain New Orleans Street (101st Street) from 215th Street to Evans Road (225th Street), including the New Orleans Street and Evans Road intersection. The Amendment also clarifies intersection responsibilities.
Wagoner County Engineer Rachael Cooper addressed the City Council about a special election in Wagoner County with the intent to ask voters to repurpose the county’s sales tax and add 0.5% in new taxes. To learn more about the propositions, go to the Wagoner County website.
During the meeting, Councilors convened a public hearing to discuss the proposed creation of Tax Increment Finance (TIF) District #5 and Sunset at Broken Arrow Economic Development Project Plan. A TIF is an economic development tool used to incentivize capital investment in undeveloped or underdeveloped property to enhance the tax base and create employment opportunities within the city. This was the first of two public hearings about the proposed TIF District. The next public hearing is scheduled during the Regular Meeting of the City Council on January 16, 2024.

 Mayor Debra Wimpee and Councilor Lisa Ford were appointed to serve on the New City Hall Initiative Committee. In December, Councilors approved a consultant agreement for the evaluation of multiple locations as well as coordination and preparation of a Schematic Design for the New City Hall project. Broken Arrow City Hall has been a staple for the community for more than 50 years but as Broken Arrow has grown, the capacity of the current City Hall does not meet the needs of the city’s staff to serve the community.
