Before the final Regular Meetings of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority closed out 2023, a Special Meeting of the Council was convened to discuss an upcoming citizen survey. That item and many others were discussed on Dec. 19.
Here’s a recap of some of the actions that were taken Tuesday night.
Councilors reviewed the draft citizen bond survey and made several suggestions to improve the questionnaire before accepting it and directing staff to release it to the public in January 2024. The City is the position to close out the 2018 General Obligation Bond two years early which presents the opportunity to reengage voters in 2026 for their consideration of capital improvements that will continue to enhance the quality of life citizens enjoy in Broken Arrow. The goal of the survey is to gain an understanding of what is important to the citizens of Broken Arrow and use the data as a guide in the bond project selection process to better align the capital improvements being considered with what the public desires. The next GO Bond Election is being planned for April 2026.
Two contracts were awarded for separate roof replacement projects. First, the roof of the Streets and Stormwater Building will be replaced after Council awarded a construction contract to Allwine Roofing & Construction, Inc. for $278,772. The second contract went to Commercial Roof Solutions for the Central Park Community Center Roof Replacement Project at a cost of $688,315.

 A design agreement was approved with Hudson Prince Engineering & Inspection to design improvements of residential street rehabilitation projects in the Steeple Chase Farms and East Houston Industrial subdivisions. The agreement costs $67,012 and will be paid for with 2018 GO Bond and Street Sales Tax funds.
Council approved an amendment to an existing agreement with Kimley Horn regarding the design of the public infrastructure improvements at Events Park. This amendment will extend the project to include design and topographical survey for a turnpike access ramp and sanitary sewer extension. The cost of the amendment is $71,700 and with be paid for with Sales Tax Capital Improvements funds.

Council approved a consultant agreement with Narrate Design to evaluate multiple sites as well as coordinate and prepare the Schematic Design for the New City Hall project. Broken Arrow City Hall has been a staple for the community for more than 50 years but as Broken Arrow has grown, the capacity of the current City Hall does not meet the needs of the city’s staff to serve the community. The design agreement is for $174,500 and will be paid for with Sales Tax Capital Improvement funds.

Broken Arrow Municipal Authority
The Authority awarded a construction contract to Cherokee Pride Construction, Inc. for the Old Adams Creek Lift Station Flow Equalization Basin Improvements. These improvements will allow for the lift station to better handle increased flows during wet weather events and should reduce overflows. The cost of the improvements is $2,586,836 and will be paid for with Oklahoma Water Resource Board loan funds.
The City of Broken Arrow and the City of Bixby entered into an inter-local agreement, approved by the Authority, for the bodies to work together on a feasibility study to determine if potential water line connections would benefit both entities. The study will cost $90,000 with Broken Arrow being responsible for $40,000 of the professional services agreement with Garver, LLC. to perform the study.
Utilities Director Chuck Vokes presented to the Authority the Environmental Protection Agency Federal Lead and Copper Rule. The presentation highlighted the EPA’s requirements including the agency’s latest revision in December 2023. Broken Arrow Economic Development Authority
Three of the four items on the BAEDA meeting were routine, but the item that was not recurring was the Authority’s approval of a purchase and sale agreement for the 41 acres of private property that adjoins Events Park north of Gary Street. This land will be the future sight of the Sunset Broken Arrow Amphitheater. Between 12 to 20 acres will be sold to Sunset at Broken Arrow, LLC, an entity of Notes Live, for the development of the amphitheater.
