Residential street improvements, new cages for cats at the animal shelter, and new tasers for the police department were just a few of the many items on the agendas of the Broken Arrow City Council, Municipal Authority, and Economic Development Authority on Dec. 5th.
Here’s a recap from Tuesday night.
On the Consent portion of the City Council agenda, Councilmembers approved three separate professional consultant agreements for design plans to make improvements of residential streets in six different neighborhoods.

$145,000 agreement with Marquardt Engineering for the rehabilitation and replacement of concrete pavement panels, curb and gutter, sidewalk, curb ramps, inlets, and adjustment of manholes and valve boxes in the Oak Creek South, Wedgewood, and Ridgeway Heights 3rd Addition subdivisions.

$108,801 agreement with Keithline Engineering Group for the rehabilitation and replacement of asphalt pavement, curb and gutter, sidewalk, curb ramps, inlets, and adjustment of manholes and valve boxes in the Sun City IV and College Addition subdivisions.

$67,500 agreement with Professional Engineering Consultants for the rehabilitation and replacement of concrete pavement panels, curb and gutter, sidewalk, curb ramps, inlets, and adjustment of manholes and valve boxes in the Oak Tree Estates subdivision.
All three agreements will be paid for with 2018 GO Bond funds.
The cats under the care of the Broken Arrow Animal Shelter will soon get new living quarters. Council approved the purchase of new cattery cages from Snyder Manufacturing Company for $59,297.46. The new cages include controlled access with porthole covers to each litter area, tempered glass and half-horizontal bars making cleaning easier and allowing for proper air flow, and a cage bank with removable partitions to increase the housing size when caring for multiple kittens or nursing mothers.
Broken Arrow Police Department was authorized to move forward with a $331,808 purchase of 120 new tasers provided by Axon. The company’s new Taser 10 conductive electrical weapon will replace its legacy taser line and has new features, including an extended range of 20 feet, that will be advantageous to the department as part of its less lethal response to law enforcement.
In the Preview Ordinance section of the agenda, Councilors discussed a draft ordinance regarding requiring panhandlers within city limits to obtain a permit from the City of Broken Arrow at no cost to the applicant. Following the discussion, Councilmembers voted to take no action on the item.

During the Broken Arrow Economic Development Authority meeting, the trustees heard from City of Broken Arrow Economic Development Manager Jennifer Rush on the progress made during November at Aspen Ridge in south Broken Arrow. Aspen Ridge is located off Aspen Avenue just north of the Creek Turnpike and is the future home of Reasor’s grocery store, Kum & Go convenience store, Chipotle restaurant, among other businesses. Items of note:
- 95 percent of the utilities work for the Reasor’s is complete.
- The foundation of the grocery store is underway.
- Kum & Go has a goal to open by the end of 2023.
- The right in/right out only drive off Aspen Ave. between Norfolk Drive and the Creek Turnpike has been completed.
