IMPORTANT: ODM will not deny claims associated with data integration to ensure readiness

Next Generation Medicaid managed care organizations (MCO), the OhioRISE plan, and MyCare Ohio plans will use provider data from Ohio Medicaid’s Provider Network Management (PNM) module as it is the official system of record. To ensure the provider data sent from the PNM to the managed care entities (MCE) are accurate, it is important that your records are updated and remain up to date within the PNM module. In the future, if your data in the PNM module does not match your data on the submitted claim, your claims will be denied for payment.

Ohio Department of Medicaid met with key stakeholder associations and their members regarding ODM’s direction to deny claims due to data misalignment between the MCEs’ systems and ODM’s PNM system generated Provider Master File (PMF) beginning on October 20. As a result of the feedback and discussion, ODM has determined that MCEs will not deny claims for PNM System data misalignment at this time. ODM will continue to work with the MCEs to validate the success of using the PMF and based on that success will determine a date in the near future to initiate this process.

What is data misalignment?

Today providers are paid through a combination of data reported directly to MCOs and data provided to ODM. The data reported by the provider to ODM is included in the PMF, which is shared with MCOs daily. When the MCOs data and the PMF data for claims processing disagree, this is referred to as “data misalignment.” The goal is to reduce provider administrative responsibilities by consolidating data management into a single system -- the PNM -- that serves as the source of truth for processing claims across the Medicaid enterprise. It is essential that providers continue to update their data in the PNM so that the validation testing being done with the plans will be successful. ODM will be moving this change into production and all the work to keep the PNM up to date will ensure there will be minimal impact when it is rolled out.

  1. Check that all data submitted on a claim and within the PNM module (e.g., addresses, affiliations, specialties, locations) are accurate and up to date.
  2. Access Provider Education & Training Resources within the PNM ‘Learning’ tab for step-by-step instructions.
  3. Continue to update provider data as changes occur. MCEs will use this information as the system of record moving forward.

The MCEs download a complete extract of the Provider Master File (PMF) that includes all provider data DAILY.

IMPORTANT: Medicaid Agreement Revalidations in the Provider Network Management module

Ohio Department of Medicaid (ODM) resumed provider revalidation notices in June 2023 as part of the federally required unwinding process from the COVID public health emergency. ODM issues a series of notices with the first one delivered 120 days before your Medicaid agreement end date. Subsequent reminders are issued at 90 days, 60 days, and a final notice at 30 days. If you receive a revalidation notice, it is important that you take action to complete your revalidation on time. All providers are subject to either 5-year or 3-year time-limited provider agreements. 

How do you know if you are due for revalidation? 

1. Check your mail and email.

Revalidation reminder notices are mailed and emailed to providers who are due for revalidation before the end of their Medicaid agreement. The email will be sent from OHPNM@maximus.com and will advise that there is a revalidation correspondence in the Correspondence folder in Provider Network Management (PNM) module. Please check your spam folder for this email.

2. View the Correspondence folder in the PNM module. 

Revalidation notices are posted in the PNM module and can be accessed in the Correspondence folder. Please be sure to select the type of correspondence from the drop down (in this case <Enrollment Notices>), and search for the “Revalidation Notices.” Review the Accessing Communications within PNM Quick Reference Guide for step-by-step instructions. 

NOTE: If you think you are due for revalidation but have not received notices, please login to the PNM module and verify that the primary contact information is accurate in accordance with your Ohio Medicaid Provider Agreement. All mailers and email notices are directed to the primary contact individual or address identified in the system.

If I am due for revalidation, what action do I need to take? 

A “Begin Revalidation” option appears in the PNM Enrollment Action Selections 120 days before the Medicaid Agreement end date. This can be found under the “Manage Application,” “Enrollment Actions” option within the provider file. Review the Revalidation/Reenrollment Quick Reference Guide for step-by-step instructions. 

Credentialed providers whose revalidation date has passed will not see the “Begin Revalidation” option. ODM expects to provide the “Begin Revalidation” option for these credentialed providers through the PNM module starting October 26. 

IMPORTANT UPDATE:

If you are currently in a PNM revalidation cycle, it is important that you take immediate action to complete and submit your revalidation to renew your Ohio Medicaid Provider Agreement. However, ODM is NOT currently terminating providers that fail to revalidate. As a reminder, revalidations resumed following the end of the public health emergency for providers due October 1 and after.

Fee-for-service claims reprocessing

Ohio Department of Medicaid (ODM) and its Ohio Medicaid Enterprise System (OMES) vendors are diligently focused on researching and resolving issues to improve the performance of the OMES system. As a result of these continued efforts, our claims processing vendor Gainwell Technologies is processing mass adjustments on fee-for-service (FFS) claims that ODM already adjudicated. Reprocessed claims have a modified Internal Control Number (ICN) for providers to reference if they need to submit future claim reversals or adjustments.

Where can providers find the Internal Control Number? 

After reprocessing the claim, the ICN is visible on the .pdf remittance advice within the PNM module and on the 835 file sent from the Electronic Data Interchange (EDI), if you signed up to receive the 835 from ODM.

No action is needed by providers at this time. ODM will contact providers separately by email if action is required.

Register now for Provider Network Management module refresher training

Registration for the November 6-16 PNM module refresher training is now open. The training schedule is available on the PNM and Centralized Credentialing page. Below you will find how to register and a list of training topics.

Learning management system training registration steps 

Access the Absorb learning management system job aid and follow the steps to create your account and register for training. Absorb is where you can access virtual and self-paced training sessions. If you do not have an Absorb account, you must create one to access all training sessions, answer forms, and view a variety of PNM module resources.
