A Year of Consumer Protection, Collaboration, and Leadership in Insurance Regulation

This past year was a productive one at the Ohio Department of Insurance, with a continued focus on protecting consumers and keeping Ohio a strong, stable, competitive, and innovative insurance marketplace.
We saved consumers millions of dollars by reviewing and resolving insurance complaints involving claim and coverage disputes and by helping navigate coverage options. We also investigated and acted on insurance fraud and misrepresentation, thoroughly reviewed insurance products and rates, and closely monitored insurer business conduct and financial solvency to ensure companies meet their legal and contractual obligations to Ohio policyholders.
Much of our work involved leadership roles with the National Association of Insurance Commissioners (NAIC), the nation’s state-based insurance regulatory system. Ohio Department of Insurance staff collaborated with regulators from across the country on committees, task forces, and working groups to address insurance issues that impact insurance consumers and the insurance industry.
That collaboration was evident at the recent NAIC National Meeting, where regulators advanced the “Securing Tomorrow” priorities, including risk-based capital modernization, stronger consumer privacy protections, climate resiliency, and the responsible use of data and artificial intelligence. I was honored to receive the NAIC’s Raymond G. Farmer Award for Exceptional Leadership for my work at the NAIC. This recognition reflects the dedication and expertise of the outstanding staff at the Ohio Department of Insurance.
Looking ahead, our priorities remain clear: protect consumers, foster a strong, stable, competitive, and innovative insurance marketplace, combat fraud and misconduct, and provide leadership through the NAIC to support an effective state-based insurance regulatory system.

Classroom Challenge Brings Insurance to Life for Students
What should every young adult know about insurance before taking on life’s first big responsibilities? The Invest Student Challenge turns that question into a national video competition, giving students — with guidance from teachers, parents, and insurance professionals — the chance to connect insurance to real-world decisions.
Supported by the Ohio Insurance Institute, the Ohio Insurance Agents Association, and Insuring Ohio Futures, of which the Ohio Department of Insurance is a partner, the challenge encourages students to explain insurance basics, bust common myths, and show how insurance coverage financially protects.
The competition fits easily into classroom lessons on financial literacy, business, marketing, and career exploration. It reinforces key concepts around risk, decision-making, and financial planning while challenging students to translate those ideas into compelling, real-world communication.

Medicare Advantage Open Enrollment Period Starts Jan. 1
Another Medicare enrollment window has arrived. The Medicare Advantage Open Enrollment Period runs from Jan. 1 through March 31. Individuals who are in a Medicare Advantage Plan may make one plan change during this time.
Ohioans on Medicare can switch to a different Medicare Advantage Plan (with or without prescription drug coverage), return to Original Medicare, or enroll in a standalone Medicare Prescription Drug Plan. Any changes take effect on the first day of the month after the new plan receives the request.

How to Determine and Access Mental Health Benefits in a Health Insurance Plan
Understanding health insurance coverage is an important step in accessing mental health and substance use disorder services. Knowing the type of plan helps individuals better understand which services are covered and how to use their benefits.
