Protecting and Assisting Ohio Insurance Consumers

The Ohio Department of Insurance plays a vital role in protecting consumers and supporting a fair, stable insurance marketplace. Whether someone has a question about coverage, needs help understanding a policy, or is unsure where to turn with an insurance concern, we provide free, objective assistance to help Ohioans make informed decisions.
At the center of this mission is our Consumer Services team, knowledgeable professionals who guide residents through a wide range of insurance issues. They answer questions, investigate complaints, and help consumers understand their rights when they encounter coverage and claim concerns or other insurance problems.
When a complaint is filed, Consumer Services communicates directly with the insurer to gather information and review the company’s explanation. The team carefully evaluates whether the insurer’s actions comply with the law, administrative rules, and the terms of the policy before offering a clear, thorough response to the consumer.
Consumer Services also administers Ohio’s external review process, which gives individuals an independent and impartial opportunity to challenge certain denied or reduced health benefits. Alongside this work, we monitor insurers to ensure they follow the law and uphold fair practices across the marketplace.

What are My Health Plan Options for 2026?
It is important for individuals to think about their health plan options for 2026. Open enrollment is underway and premiums may be higher for those enrolled in a Health Insurance Marketplace plan. In Ohio, the Marketplace is run by the federal government.
As consumers choose the health plan that best fits their needs, the National Association of Insurance Commissioners, of which the Ohio Department of Insurance is a member, offers guidance on what to consider.

Director French Selected to Co-Chair IAIS Standards and Supervisory Practices Committee
Ohio Department of Insurance Director Judith L. French has been selected to serve as co-chair of the International Association of Insurance Supervisors’ (IAIS) newly formed Standards and Supervisory Practices Committee. The committee will guide the development and maintenance of global insurance standards and support IAIS members in implementing strong supervisory practices, such as financial monitoring of insurers and more.
Director French’s appointment was announced during the IAIS Committee Meetings, Annual General Meeting, and Annual Conference, held Nov. 10-14 in Tirana, Albania in which she attended as part of a National Association of Insurance Commissioners (NAIC) delegation. The event brought together regulators from around the world to advance key IAIS initiatives, including updates to the organization’s structure and leadership.
The meetings also provided an opportunity for U.S. state regulators, including the NAIC delegation, to engage on international supervisory issues and contribute insights that help inform both global and domestic regulatory priorities.

Medicare Open Enrollment Deadline Dec. 7
With just around a week left in Medicare’s open enrollment period, many Ohioans are making final decisions about their health and drug coverage for next year. For those who still need help comparing plans or have questions before the deadline, several resources remain available.
Individuals can call 1-800-Medicare (1-800-633-4227) at any time, day or night, for assistance with plan searches and general questions through Dec. 7. The Ohio Senior Health Insurance Information Program (OSHIIP) hotline staff at 800-686-1578 are also available to offer guidance but not the last two days of open enrollment as OSHIIP's offices are closed on weekends. People may also contact their plan directly to confirm coverage details, check drug costs, or ask specific questions.
Some have noticed that Medicare's plan-finder tool at medicare.gov can show inconsistent results. It is recommended that individuals keep notes or screenshots of their searches and verify information with the plan itself.

Sean Sheridan Named ODI Chief Legal Officer
Sean Sheridan has been named Chief Legal Officer of the Ohio Department of Insurance, replacing Whitney Fitch who recently left the department. Sheridan joined the department in March 2016 as a staff attorney, supporting the regulatory oversight of insurance companies. In December 2022, he was promoted to Assistant General Counsel, where Sheridan managed daily operations of the Legal Division, reporting directly to the Chief Legal Officer. He also acted as a primary liaison to the Ohio Attorney General’s Office, representing the department in litigation. Before arriving at the department, Sheridan practiced law at a Columbus-area firm, advising clients on labor and employment matters.
