Rep. Bird Votes in Support of Bill to Establish Licensing Requirements for Pharmacy Benefit Managers
Rep. Bird voted in support of House Bill 229 - legislation to establish licensing requirements and improve transparency for pharmacy benefit managers, or PBMs.
House Bill 229, co-sponsored by Bird, will place PBMs in a new, dedicated chapter of Ohio’s Insurance Code, ensuring regulatory oversight and standardizing definitions and reporting requirements. Under the bill, the Department of Insurance will be required to administer the licensing process for PBMs who want to operate in Ohio.
PBMs manage prescription drug benefits on behalf of insurers and employers and process claims related to pharmacy benefits.
House Bill 229 now awaits consideration from the Ohio Senate.
Rep. Bird Votes in Support of Carbon Capture Regulation Bill
Rep. Bird voted in support of House Bill 170, legislation to give the state control over carbon capture regulation. Rep. Bird is a co-sponsor of the bill.
The bill would give Ohio control over Class VI injection wells, used to store carbon dioxide underground, shifting permitting and oversight from the federal government to the state.
Carbon capture and storage is the process of capturing carbon dioxide (CO₂) emissions from industrial sources and safely storing the CO₂ deep underground in naturally occurring rock formations. Currently, companies seeking to build these projects must go through the U.S. Environmental Protection Agency (EPA) for permits, a process that can take years and discourage investment.
Similar legislation has already been enacted in North Dakota, Wyoming, Louisiana, and West Virginia.
House Bill 170 now advances to the Ohio Senate for further consideration.
Rep. Bird Votes in Support of House Resolution Honoring the U.S. Marine Corps' 250th Anniversary
Rep. Bird voted in support of House Concurrent Resolution 21 to commemorate the 250th anniversary of the United States Marine Corps.
The resolution states in part: “That we, the members of the 136th General Assembly of the State of Ohio, in adopting this resolution, recognize the 250th anniversary of the United States Marine Corps.”
In addition, H.C.R 21 recognizes the Marine Corps’ motto, “Semper Fidelis,” or “Always Faithful,” and the nearly 38,000 Marines forward deployed around the world on any given day, underscoring the Corp’s role as first responders on an international scale.
Rep. Bird Votes in Support of House Resolution Honoring the U.S. Army’s 250th Anniversary
Rep. Bird voted in support of House Concurrent Resolution 23 – legislation recognizing the 250th anniversary of the United States Army, Chaplain Corps.
The resolution says in part: “That we, the members of the 136th General Assembly of the State of Ohio, in adopting this resolution, recognize the 250th anniversary of the United States Army and of the United States Army, Chaplain Corps.”
The United States Army celebrated its 250th anniversary on June 14, 2025, commemorating the Army's distinguished service to our nation. Since its establishment, Army soldiers, families and civilians have supported our nation, providing assistance in times of need, including disaster relief and recovery efforts.
The resolution states: “The Army helps create a sense of purpose through personal growth and professional development – empowering soldiers and civilian employees to be part of something greater than themselves and to be all they can be.”
House Concurrent Resolution 23 now moves to the Senate for further consideration.
Cincinnati Children's Health Center Ribbon Cutting
 Rep. Bird was honored to be a part of the New Richmond EVSD ribbon cutting for the new Cincinnati Children’s school based facility at New Richmond Middle School.
