Updated Claims EDI R3.1 Implementation – January 24, 2022

The Workers' Compensation Board (Board) is in the process of upgrading from the International Association of Industrial Accident Boards and Commissions' (IAIABC) Claims Electronic Data Interchange (EDI) Release 3.0 (R3.0) to the IAIABC's Claims EDI Release 3.1 (R3.1). The IAIABC's Claims EDI is a national standard for trading partners to electronically submit employer claims data. Currently, six states have adopted Claims EDI R3.1, with another seven states scheduled to adopt the standard by the end of 2022.

As posted in Revised Subject Number 046-1319, the Board has targeted January 24, 2022, as the date by which trading partners must transition to Claims EDI R3.1 for submissions to New York State. The original target date for this transition was March 15, 2021. The date change will allow the Board to perform an accurate and successful implementation of Claims EDI R3.1. Due to the new date, testing will now be conducted from October 8, 2021 to January 10, 2022.

Most national insurance carriers already use the Claims EDI R3.1 standard in the jurisdictions that have adopted it. The technology is recognized as the national best practice for First Report of Injury/Subsequent Report of Injury (FROI/SROI) and has a proven track record.

The Board continues to collaborate with trading partners in the workers' compensation industry to confirm that their electronic filings are accurate and meet the established 90% target acceptance rate. Electronic claims filing supports the Board's continuing effort to improve services to New York’s injured workers and their employers.
