I’m excited to share that Ulster County has officially launched a fully redesigned government website! Please check it out at ulstercountyny.gov, and I encourage you to provide us with any feedback you may have through the survey link at the top of the homepage. The old website was something of a dinosaur from more than a decade ago, and it’s now much more accessible and intuitive. We hope you’ll find it easier to navigate for the information and services you need! A big thank you to Assistant Deputy County Executive Rebecca Rojer, who oversaw this mammoth effort to transform website content from dozens of departments.

Forty Ulster County Residents Become Citizens in Naturalization Ceremony
Forty Ulster County residents from 28 countries became citizens during a beautiful naturalization ceremony at SUNY Ulster on Friday, September 5. What an incredible diversity of countries they come from! Australia, Brazil, Canada, China, Colombia, Dominican Republic, Ecuador, El Salvador, France, Germany, Ghana, Grenada, Haiti, Honduras, Ireland, Jamaica, Kuwait, Mexico, Philippines, Russia, Saudi Arabia, Spain, St. Vincent-Grenadines, Thailand, Trinidad and Tobago, Ukraine, United Kingdom, and Uruguay.

County Executive Speaks to the Legislature on Federal Budget Cuts ahead of 2026 County Budget
 On Tuesday, September 12, County Executive Metzger attended the September Legislative Session to present an overview on the federal budget, signed into law on July 4, and the significant impacts federal cuts will have on our communities and on the County’s work and finances. You can view the presentation to the Legislature here.
The presentation provides important context for the 2026 Executive Budget, which County Executive Metzger will present on Wednesday, October 1 at 3 PM. Her budget address will be livestreamed on the Ulster County Government Facebook page, with Spanish and ASL translation available, and we invite you to tune in!
9/11 Commemoration at Fireman’s Park
 On September 11, County Executive Metzger joined the Kingston Fire Department and Mayor Steve Noble at Fireman’s Park to commemorate those we lost in the 9/11 attacks and express gratitude for the many heroes – first responders and ordinary people – who risked everything to save others.
The light of their courage and commitment to our common humanity continues to shine brightly. We will never forget.
'One Life Only' Highlights Youth Services Through a Day of Celebration
 It was a day of fun and positivity at the ‘One Life Only’ Youth Celebration at Dietz Stadium on Saturday, organized by the Ulster County District Attorney’s Office and Ulster County Youth Bureau with funding from State Aid for anti-violence initiatives. The kids had a blast playing games, participating in group activities, and enjoying delicious food and great music together.
Thanks to all who volunteered in making this such a special and positive day for our youth!
Kicking Off Hispanic Heritage Month in Ulster County at the Guatemalan Independence Day Celebration
September 15 marks the beginning of Hispanic Heritage Month — a time to honor and celebrate the rich cultures, histories, and contributions of Hispanic and Latino communities across Ulster County and beyond. From education and healthcare to business, science, the arts, and public service, these communities continue to shape and strengthen our region in countless ways.
On Sunday, County Executive Jen Metzger kicked off the observance by reading a Proclamation at the Guatemalan Independence Day Celebration at Kingston Point Park. Residents gathered to enjoy traditional food, music, dance, and vibrant cultural displays — a joyful and meaningful start to a month of reflection and celebration.
Let’s take this opportunity to learn, appreciate, and uplift the voices and heritage of our Hispanic and Latino neighbors. ¡Vamos a celebrar!
County Executive Metzger Attends Statewide Meeting on Curbing Political Violence
On Monday, Ulster County Executive Jen Metzger joined Governor Kathy Hochul and a bipartisan group of County Executives and elected officials for a candid discussion on stemming the tide of violent rhetoric and political violence and promoting respectful public discourse.
We will have a safer, healthier democracy by working through differences respectfully. Thank you to Governor Hochul for hosting this important conversation.

Donated Flotation Vests Keep Our K9 Dogs Safe!
 A big thanks to the Columbia-Greene Humane Society for donating life flotation vests to Ulster County’s hardworking K9 teams!🐾These vests will help protect the canines of our Sheriff's Office and Department of Emergency Services during emergency deployments near rivers, lakes, and other bodies of water across the County. The added safety gear helps ensure they stay safe while protecting us!
OFA Volunteer Recognition
 On Friday, September 12, the Office for Aging held its annual volunteer recognition luncheon at the County’s Senior Hub in the Town of Ulster. County Executive Metzger joined representatives from OFA to thank the many seniors who give their time and talent to help fellow seniors in their community. At the event, Martha Steuding, retired Program Director of the Mental Health Association in Ulster County, received the Senior of the Year Award. Gladys Figueroa of Plattekill, who received the Outstanding Contribution Award, was unable to attend the luncheon. Congratulations to our honorees and thank you to all our senior volunteers!
Lloyd Senior Breakfast Brings Senior Community Together
 The weather was glorious for the Town of Lloyd’s Senior Breakfast last week at Bob Shepard Memorial Park. What a wonderful turnout! Thank you to the Town for always putting on such a great event for the senior community.
Tom Buglisi, AKA Captain Hot Dog, is September’s Veteran of the Month!
 On Thursday, September 18, Director of Veteran Services Mark Cozzupoli presented Tom Buglisi with the Veteran of the Month award at the American Legion in Phoenicia. A former US Army Reconnaissance Scout and longtime West Hurley resident, Tom is best known for having run the beloved “Captain Hot Dog” stand in Mount Tremper for over 25 years. These days, Tom travels the County cleaning the headstones of fellow veterans. Thank you and congratulations to Tom Buglisi, aka Captain Hot Dog!

Hop On the Last Free Nature Bus of the Season!
Make sure to catch the Ulster County Nature Bus for its last trips of the season! The bus runs every Saturday through the end of September and is completely FREE for both transportation and admission to parks and preserves. Nature Bus destinations are accessible for people of all ages and abilities.
🗓️ Sat., Sep. 20 📍Ridge Route — From New Paltz, the Nature Bus picks up riders at the NYS Thruway Park and Ride, New Paltz Gardens, and New Paltz Trailways; from Ellenville, the Nature Bus departs from Liberty Square. Destinations include the Mohonk Preserve Testimonial Gate Trailhead, Mohonk Preserve Visitors Center, and Minnewaska State Park Preserve.
🗓️ Sat., Sep. 27 📍River Route — The Nature Bus departs from Kingston Plaza, with a stop at Garraghan Drive. Destinations include Sojourner Truth State Park, Kingston Point Beach, Black Creek Preserve, and the Walkway Over the Hudson State Park.
Make the most of your trip by wearing appropriate footwear, and don’t forget to bring water. Each bus has a bike rack (first-come, first-served), and helmets are required when biking in state parks. Only service animals are allowed. For questions, call UCAT Dispatch at (845) 334-8458.
Salute2Vets Will Bring Counties Together to Honor Our Veterans
On September 20, join the Ulster County Veterans’ Services Agency and Dutchess County Office of Veterans Affairs for Salute2Vets, a celebration honoring veterans in our communities.
This free event is bringing the veterans and community from both sides of the river together on the Walkway Over to Hudson to show our appreciation and support for our local heroes.
There will be food trucks, fireworks on the water, and a live Oath of Enlistment for a handful of local citizens who are joining the Air Force!

Youth Bureau Grant Info Session & Technical Assistance

Community Wildfire Protection Plan Survey
Ulster County is creating a Community Wildfire Protection Plan (CWPP). A CWPP is a plan that prioritizes government and community identification of key wildfire risk areas and creates strategies to mitigate risk. Creating a CWPP will guide County wildfire mitigation actions, reduce damage to homes and properties, potentially improve insurance eligibility or discounts, and increase grant funding eligibility. We need your help to create this plan, so please fill out the survey below! It is 20 questions long and should take 5-10 minutes to complete.
Ulster County Launches Project SAFE to Enhance Emergency Response for At-Risk Individuals
Ulster County has launched Project SAFE (Special Alert For Emergencies), a voluntary alert program designed to assist individuals in Ulster County living with Autism Spectrum Disorder, Down Syndrome, Dementia, Blindness, Deafness, or other conditions.
The program allows caregivers and individuals to provide vital information that will be securely stored in our 911 dispatch system. Federal Clean Energy Incentives Are Ending Soon — Ulster County Residents, Act Now!
The recently enacted federal budget eliminates federal incentives for residential solar, electric vehicles (EVs), and zero-emissions appliances, and time is running out to take advantage of them! If you’re interested in accessing these programs, you must apply before the following dates:
SEPTEMBER 30, 2025: Tax credits expire toward the purchase of a new EV (up to $7,500) or used EV (up to $4,000). For more info and to see whether the credits apply to a particular make/model, go to: https://www.energy.gov/.../new-and-used-clean-vehicle-tax...
DECEMBER 31, 2025: Many tax credits will expire, including:
- The long-running 30% tax credit for residential solar installation
- 30% tax credit for home battery storage
- 30% tax credit for geothermal heating and cooling

Act now to take advantage of these federal incentives before they are gone. State and utility incentives will remain available. Check NYSERDA and Central Hudson websites for information.
Homeowners: Apply Today for No-Cost Home Repairs
Rebuilding Together Hudson Valley is a nonprofit that provides free critical home repairs and accessibility modifications for income-qualified homeowners in Dutchess and Ulster Counties. They serve older adults, veterans, people with disabilities, and families in need — ensuring everyone can live safely and independently in their homes.
Applications for the Rebuilding Day program are accepted now through September 30, while applications for Veterans, Handyman, and Community Strong (for nonprofits) programs are accepted year-round. Download an application at RTHudsonValley.org, or call (845) 454-7310 x103 to have one mailed to you.

Grants Available to Homeowners to Build an ADU
Ulster County is offering another round of grants to support homeowners in building Accessory Dwelling Units (ADUs) — additional housing units on residential properties, such as garage apartments or backyard cottages. ADUs offer flexible, affordable living options and can help homeowners generate rental income or support aging in place.
In partnership with RUPCO, the County has launched Round 3 of the Plus One ADU Program, now open on a first-come, first-served basis to eligible homeowners countywide. The program offers grants of up to $112,500 to property owners with incomes at or below Area Median Income (AMI) to construct or renovate ADUs. In return, participants agree to rent the unit at an affordable rate for at least 10 years and not use it as a short-term rental.
Additionally, the County Executive signed into law a new property tax incentive that exempts the value of capital improvements for ADU construction — up to $200,000 in added property value — for a five-year period.
