Dear Friends,
Last week, my office delivered the County's 2024 Annual Report to the Legislature, and you can peruse the report to see the work of our County departments over the past year. It's a great way to get an overview of what the County government does, and the programs and initiatives underway.
Last Friday, we issued our 2025 call for applications for the County's Housing Action Fund, which supports the creation of housing that is affordable to our residents. Our first round last year supported projects in Ulster, Hurley, New Paltz, Kingston, and Saugerties, with both home ownership and rental opportunities, that together add nearly 120 new affordable homes. We look forward to supporting more great projects this year.
I also want to bring to your attention the Behavioral Needs Assessment that our Mental Health Department has launched. The assessment will help us identify gaps in care in our county, and community input is critical. More on this, Housing Action Fund grants, and other news below!

Recent News & Events
Governor Issues Burn Ban
The Governor has declared a "High Fire-Danger Risk Outdoor Burn Ban" for Ulster County and 12 other counties, effective immediately. This ban prohibits outdoor fires for brush and debris disposal, as well as uncontained campfires and recreational fires. It will remain in effect through the annual statewide burn ban, which begins on March 16 and continues through May 14.
The ban does NOT apply to:
- Barbecue grills and similar outdoor cooking devices
- Contained campfires under 3 feet high and 4 feet wide in a fireplace, hibachi, or fire ring
- Agricultural waste burning on farms larger than 5 acres
- Emergency burning by police or public safety agencies
- Prescribed burns under 6 NYCRR Part 194 regulations
- Firefighter and fire investigation training under NYS guidelines
- Fires approved by the Division of Air Resources for disease or invasive species control
These restrictions are in place to reduce the risk of wildfires — please follow the rules and stay safe!
Amid Global Increase in Cases, Ulster County Department of Health Urges Residents to Get Vaccinated Against Measles
As measles cases continue to rise in the U.S. and globally, the Ulster County Department of Health urges residents to protect themselves, their loved ones, and their community by getting vaccinated against measles. There are no current cases of measles identified in Ulster County; however, there have been two confirmed cases in New York City, as well as confirmed cases in New Jersey, Rhode Island, Georgia, Alaska, California, New Mexico, Texas, and Kentucky.
More than 80% of cases in the U.S. are among youth under the age of 20, with 30% of cases among children under five. One quarter of cases resulted in hospitalizations and two people have died from the disease, including a school-age child. No one infected had completed the two doses of the MMR (Measles, Mumps, and Rubella) vaccination cycle; 95% were unvaccinated and the remaining had only one dose of the vaccine.
“The MMR vaccine is the most effective way to prevent measles,” said Ulster County Public Health Director Eve Walter. “The vaccine is recommended for children from 12 to 15 months of age, with a second dose given at four to six years of age. Adults who have not had the MMR vaccine or have not had a documented case of measles can also get vaccinated."
The Ulster County Department of Health provides vaccines free of charge for residents who lack insurance coverage.
Honoring Former County Clerk Nina Postupack
Ulster County Executive Jen Metzger signed a resolution approved unanimously by the Ulster County Legislature dedicating the second floor of the County Office Building as the "Ulster County Clerk’s Office and Nina Postupack Historical Center" in honor of the late County Clerk, who served the County for 45 years, including nearly five terms as Ulster County Clerk.
County Executive Metzger was joined at the signing by Nina's husband, Duane, as well as by Acting County Clerk Taylor Bruck, Chief Deputy County Clerk Andrew Harris, Confidential Secretary to the Clerk Shawna Quimby, Chair of the Legislature Peter Criswell, Majority Leader Abe Uchitelle, and Legislator Greg McCollough, who sponsored the resolution.
“For many decades and for countless residents, Nina was the face of this building, and she truly set the standard as a public servant in her professionalism and in the kindness, fairness, and respect she showed everyone who walked through the door,” said Ulster County Executive Jen Metzger. “Nina also did so much to honor and preserve the history of Ulster County, and it is a fitting tribute to her legacy to rename the second floor, where she worked for 45 years and where the historical Archives Gallery that she created is on permanent display.

Emergency Services Deputy Director Recognized for Emergency Response Efforts
When North Carolina was struck by Hurricane Helene, devastating communities there, Ulster County Emergency Services Deputy Director Mike Madison joined the New York State emergency management team deployed to Asheville to assist with response and recovery. Mike received a challenge coin for his exceptional service during Hurricane Helene, and he in turn presented challenge coins to Ulster County Executive Jen Metzger, Director of Emergency Services Everett Erichsen, and Deputy County Executive Jamie Capuano for their support of this important assistance.
We’re proud of Mike’s service as Situation Unit Leader on the Asheville team in the aftermath of this devastating natural disaster, and our thoughts are with North Carolina communities as they continue to recover and rebuild.
Building a Stronger Economy: County Executive Metzger Addresses Local Business Leaders
Nearly 250 members of the business and non-profit community attended County Executive Metzger's annual address at the Ulster County Regional Chamber of Commerce breakfast at the Best Western in Kingston. The County Executive shared the County’s work to expand affordable housing, improve public transportation, invest in workforce development, mental health services, and support farmers and small businesses — all of which are important to a thriving local economy. In her introductory remarks, shared in the video above, she highlighted the vital work of the County’s civil servants and discussed her serious concerns about the impacts of potential federal funding cuts on Ulster County's communities.
Dedicated Therapy Dog Support Program Announced for Ulster County Emergency 911 Operators
The Ulster County Department of Emergency Services has launched the state’s first Therapy Dog Program for 911 telecommunicators in the Division of Emergency Communications, providing emotional support and stress relief to these employees, who routinely handle high-pressure emergency situations.
The 911 team chose the name Oliver for the 8-week-old Goldendoodle, and the therapy dog will complete specialized training and American Kennel Club (AKC) certifications to work in the emergency services environment. Oliver will maintain a regular schedule at the 911 center and be available for critical incident stress management following particularly challenging calls or events.

Climate Action at Annual NYSAC Conference
In Feb., County Executive Metzger attended the New York State Association of Counties (NYSAC) annual Legislative Conference in Albany with county representatives from across the state. She chairs the NYS Association of Counties' Climate, Energy & Environment Committee, which moved six resolutions that were passed unanimously by the state's 62 counties:

Resolution #1: Calls on the Legislature to pass, and the Governor to sign, the Packaging Reduction and Recycling Infrastructure Act.

Resolution #2: Calls on the Governor and Legislature to strengthen the E-Waste producer responsibility program.

Resolution #3: Urges adoption of smart renewable energy siting practices with strong local input and agricultural protections.

Resolution #4: Supports Executive Budget proposals for the Sustainable Futures Fund and NY Opportunity Promise Scholarship Program for green careers.

Resolution #5: Calls on the New York Congressional Delegation to Protect the Inflation Reduction Act and Infrastructure Investment and Jobs Act from cuts.

Resolution #6: Calls on the NYS Public Service Commission to reverse its decision to turn over to a private equity contractor the Integrated Energy Data Resource (IEDR), an open-source public energy data registry used by local governments, the public, universities, and other stakeholders.
Nominations Open for Ulster County's 2025 School Bus Driver of the Year
The Dutchess and Ulster County Traffic Safety Boards are accepting nominations for the 2025 School Bus Driver of the Year Award, honoring drivers who go above and beyond to keep students safe.

OFA Team at 2023 Annual Thanksgiving Luncheon
The Ulster County Office for the Aging (OFA) empowers older adults, age 60 and over, to live with dignity and purpose, and provides services supporting their health and well-being. Programs include:

Nutrition Services: OFA offers home-delivered meals for those who qualify and runs Community Cafés where seniors can enjoy nutritious meals and social time. Nutrition counseling with a registered dietitian is also available.

Exercise and Wellness Programs: Seniors can stay active through a variety of wellness programs, such as Tai Chi, Chair Yoga, Mall Walks, Chess, Game Day, and more.

Transportation Services: Seniors registered with OFA can access free Ulster County Area Transit (UCAT) rides for medical appointments and shopping. Additional transportation is available through the Neighbor to Neighbor and GoGo Grandparent programs.

Senior Technology-Support Classes: These classes help seniors navigate smartphones, tablets, and computers, and also cover such topics as managing storage, learning about AI, and organizing emails, to name a few.

Caregiver Respite Program: Launched in summer 2023, this program provides caregivers with a much-needed break while seniors participate in engaging activities through the Social Club at the Hub. Activities include exercise, art, music, and more. OFA hopes to expand this program in the future and welcomes volunteers, training is provided.

Ulster County Housing Action Fund Opens Next Funding Round
We’re accepting applications today through May 16 for funding for the following types of housing projects:
- Affordable rental and homeownership developments (up to 80% AMI)
- Emergency and supportive housing
- Preservation of affordable housing through housing co-ops and community land trusts
- Infrastructure, such as water and sewer, to support affordable housing.
All projects receiving support from the Housing Action Fund must meet sustainability
guidelines and remain affordable for at least 50 years.

ICE Confirmed in Kingston - Know Your Rights
With the recent confirmed reports of the U.S. Immigration and Customs Enforcement (ICE) in the City of Kingston, the Ulster County Human Rights Department would like to remind everyone that all residents, regardless of immigration status, have rights protected under the U.S. Constitution.
$1 Million in Grants Available for New York Farmers' Markets
New York State is offering $1 million in grant funding to help farmers' markets improve infrastructure, expand marketing, and enhance local food system resilience. Grants range from $25,000 to $50,000 and support projects like booth construction, cold storage, website development, and more. Applications are open now and will be accepted on a rolling basis until May 27, 2025, or until funds are expended.

Grants Available for Youth-Led Climate Action Projects
Young people in Ulster County have an exciting opportunity to take the lead on local climate solutions! Partners for Climate Action, in partnership with Bloomberg Philanthropies’ Youth Climate Action Fund, is offering grants ranging from $1,000 to $5,000 for climate-focused projects designed and led by youth (ages 15-24). Eligible projects can include public awareness campaigns, community gardens, green transportation initiatives, and more. Applications are due by March 28, 2025, with award announcements on April 22, 2025.

Local Funding Opportunity for Agriculture, Food Justice, and Land Sovereignty
Sky High Farm in the Hudson Valley is offering $350,000 in grants to individuals and organizations working in agriculture, food justice, and land sovereignty. Grants range from $1,500 to $30,000, with an average award of $11,500 in 2024. Applications will be prioritized for those from historically marginalized communities, including LGBTQIA+, BIPOC, AAPI, recent immigrants, and others affected by systemic inequities in agriculture and banking.
Applications open now until April 2, 2025. Funding decisions will be made by an independent committee of farmers, food justice advocates, and stakeholders.

Mid-Hudson Energy Transition Free Appliance Upgrade Program
The City of Kingston is offering income-qualifying Kingston homeowners and renters FREE energy-efficient appliances through Mid-Hudson Energy Transition. Funded by the City of Kingston’s American Rescue Plan Act (ARPA), this initiative offers induction stoves, heat pump water heaters, and portable heat pumps – all zero-emissions technologies that are energy-efficient, environmentally-friendly, and support healthy indoor air quality
Applications are now open! To qualify, applicants must meet the Kingston income requirement of 80% Area Median Income, either own their home or have legal authority to make changes, and for tenants, landlord approval is required.
Please note, these programs are operated by MHET and the City of Kingston and are not managed by Ulster County.
