Dear Friends,
It has been a very turbulent time in Washington, and I remain deeply concerned about the possibility of federal funding cuts to essential services and programs the County administers — everything from Meals on Wheels for seniors and housing assistance for struggling families to replacing our aged bridges, running UCAT buses, and protecting public safety. Thankfully, the Executive Order "pausing" all federal funding was rescinded after public outcry and legal objection. However, the threat of harmful cuts remains. To get a sense of the important role of federal funding locally, I recommend reading the November report of the Ulster County Comptroller's office. We are advocating with our Congressional representatives to fight draconian cuts, and are working with counties across the state and nationally.
Meanwhile, here at home, we continue our work to protect public health, expand affordable housing opportunities, and deliver essential services and programs for our communities. I will be giving my State of the County address on Thursday, Feb. 20, at 6 pm, and I hope you will tune in for the live stream. Details below!

Recent News & Events
Confirmed ‘Bird Flu’ Affecting Poultry on Ulster County Farm
The first case of a highly pathogenic avian influenza, also known as H5N1, or “bird flu,” has been confirmed at an Ulster County farm, affecting 50 chickens and ducks. (All but two of the birds died from the virus and the remaining birds were euthanized in order to prevent further spread.) All residents should avoid handling a wild or domestic sick or dead bird. Individuals who do not come into direct contact with sick animals are considered at low risk for avian influenza; however, people working with poultry should consider wearing personal protective equipment (PPE) when working in close proximity to the birds.
The outbreak began in the U.S. in early 2024 and has primarily affected wild birds, farmed birds, and dairy cows. If you or someone you know has questions or is concerned about a potential exposure, please call an Ulster County Department of Health communicable disease nurse at (845) 340-3070.

Golden Hill Affordable Housing Taking Shape
On Tues. Jan. 28, County Executive Jen Metzger and Chief of Staff Johanna Contreras checked on construction progress of the Golden Hill project, and it's moving along beautifully and ahead of schedule! This future community, sited on land where the County jail once stood, will include 164 units of high-quality affordable housing, services, and amenities for seniors, families, and individuals, with childcare, a community garden, fitness center, playgrounds, and easy access to UCAT bus service and the rail trail. The first apartments should be completed later this year.
Proposed Warming Center in Ellenville to Support Residents in Need

Ulster County Executive Jen Metzger has proposed a partnership with the Town of Wawarsing, Village of Ellenville, and Ellenville Regional Hospital to establish a warming center at the Hunt Memorial Building in Ellenville for the next two months to provide overnight shelter from the cold to those in need. The County sought to stand up a warming center in the Village two years ago but was unable to secure a location from the Village or a local partner. Under the proposed plan, the warming center would be sited in the Village-owned Hunt Memorial Building, which was renovated some years ago with federal funding to serve as an emergency shelter and is equipped with beds, showers, and kitchen. Ellenville Regional Hospital would operate the warming center under a contract with the County. (A big thanks to Ellenville Regional Hospital President & CEO Steve Kelley!) The County would fund 75% of warming center costs and the Town of Wawarsing would fund 25%. We are thrilled that the Village of Ellenville Board of Trustees unanimously approved the proposal on Wednesday evening.
The Wawarsing Town Board will take up the proposal at its meeting tonight (Feb. 6.)
Join the Ulster County Climate Corps
The County is now accepting applications for the 2025 Ulster County Climate Corps! This paid, project-based summer internship program, now in its third year, gives young people hands-on experience working on climate-related projects in County government. Climate Corps interns will choose from among more than a dozen projects that advance the County’s Climate Action Commitment and bolster community resilience to the impacts of climate change. The program runs from June 9 to August 15 and pays $18 per hour. Applications will be reviewed on a rolling basis through the end of March, or until the program is filled.
High school students over 16 years of age, college and graduate students, and interested residents are encouraged to apply!

UCAT Ridership Surpasses Half-Million Mark
Ulster County Area Transit (UCAT) continues to see impressive growth in ridership, surpassing the half-million rider mark in 2024—a 24% increase from the previous year.
“Not many rural counties have a public bus system like we do, and our residents are fortunate to have a way to get around at no cost, especially in this time when the costs of housing and other necessities are so high,” said County Executive Jen Metzger. The County initiated free fares in 2022.
Ulster County Recognizes National Day of Racial Healing
On the Tuesday following Martin Luther King Jr. Day, the County observed the National Day of Racial Healing, bringing community members together at the Restorative Justice Center in Kingston to reflect on the progress made and the work that still needs to be done. At the event, Chief of Staff Johanna Contreras presented an official Proclamation affirming Ulster County’s commitment to addressing the historic and ongoing harms of racism and fostering communities where everyone feels valued and supported.
Mental Health Department Hosts Substance Use Disorder Community Day
The community came together on January 25 to connect and share resources with individuals struggling with substance use disorder, many of them homeless, at a Substance Use Disorder Community Day, organized by the Ulster County Department of Mental Health and hosted by the Broadway Bubble in Kingston. Representatives from County agencies and a wide range of organizations participated, including the Departments of Social Services and Mental Health, the Sheriff's ORACLE Team, Step One, the Institute for Family Health, the Mental Health Association in Ulster County (MHA), People USA, Family of Woodstock, Independent Living, INC., Samadhi, ACCESS Supports for Living and others. UCAT and several organizations distributed socks, snacks, reusable water bottles, reflective pedestrian safety gear, personal hygiene supplies, and other items.
A special thank you to the Broadway Bubble for providing the space and hot food, the Ulster County Street Outreach Team led by Jake Carter, Ulster County Director of Housing & Homelessness Laura Nordstrom, Regional Systems Coordinator for CARES NY Kathy Germain, Assistant Director of Program Services at RUPCO Lisa McDonald, and everyone who contributed to making this event impactful.
CPW’s Grand (Re)Opening Brings Photography to Midtown Kingston
County Executive Metzger, State Senator Michelle Hinchey, and Assembly Member Sarahana Shrestha joined the Center for Photography at Woodstock (CPW) to celebrate the grand opening of its new center in a renovated 40,000 sq. ft. industrial building at 25 Dederick Street in Midtown Kingston. The organization's mission is to inspire positive change through photography as a medium "for understanding ourselves, our communities, and our society." Admission is free, and you can learn more about current exhibits and find the gallery hours at CPW's website.
Ulster County is expanding and deepening its support of the arts through development of its first Arts and Culture Plan, which is expected to be finalized and presented to the Legislature in mid-April.

The County's Work to Support Victims and Survivors and Keep them Safe
Ulster County's Crime Victims Assistance Program (CVAP) supports victims and survivors of domestic and other forms of violence to help keep them safe, see justice, and heal, recover, and regain their lives.
Since 1979, CVAP has offered a safe, confidential 24/7 Rape Crisis Hotline, connecting callers with immediate assistance and guidance. Trained staff and volunteers provide crisis intervention, safety planning, and emotional care. The dedicated team supports victims in numerous ways, including:

Court Advocacy: Accompanying victims to court proceedings and meetings with Assistant District Attorneys to provide support and guidance, explain legal processes, and ensure they are not alone and their voices are heard.

Hospital Advocacy: Providing in-person support at local emergency rooms for victims of sexual assault and physical violence. They help victims understand their rights, offer emotional reassurance, and discuss available options for follow-up care and services.

Trauma-Informed Support: Offering specialized yoga programs, sexual assault survivor support groups, and educational workshops to aid in healing.

County Clerk's Office to Honor Achievements of Floyd Patterson During Black History Month
February is Black History Month, a month-long celebration of African American life, history, and culture.
The Ulster County Clerk’s Office will soon unveil an exhibit at the County Office Building at 244 Fair Street in Kingston honoring the life and legacy of Floyd Patterson, a New Paltz resident and World Heavyweight Champion. The biographical panel celebrates his remarkable achievements in boxing, civil rights activism, and mentorship, and is expected to be installed for public viewing in the next week. Mid-Hudson Energy Transition Free Appliance Upgrade Program
The City of Kingston is offering income-qualifying Kingston homeowners and renters FREE energy-efficient appliances through Mid-Hudson Energy Transition. Funded by the City of Kingston’s American Rescue Plan Act (ARPA), this initiative offers induction stoves, heat pump water heaters, and portable heat pumps – all zero-emissions technologies that are energy-efficient, environmentally-friendly, and support healthy indoor air quality
Applications are now open! To qualify, applicants must meet the Kingston income requirement of 80% Area Median Income, either own their home or have legal authority to make changes, and for tenants, landlord approval is required.
