Dear Friends,
I am pleased to share that we have a new Public Health Director! Eve Walter, an epidemiologist with 25 years of public health experience, joined our team on Monday, and we look forward to all that she will bring to this important position. This past week also saw the official groundbreaking for a beautiful affordable housing development on Golden Hill where the County Jail once stood — it was exciting to see construction underway.
We're coming up on the November elections, and you can cast your vote as soon as this Saturday at an early voting location near you. Don't forget to flip your ballot and vote on the three ballot propositions. It is a good idea to check them out in advance on the Ulster County Board of Elections website if you haven't already — more info on this and more below!

Recent News & Events
Ulster County and Partners Celebrate Groundbreaking of Affordable Housing at Golden Hill
Construction has officially begun on the Golden Hill Apartments in Kingston, a County-led initiative to help meet affordable housing needs. Built on land where the County Jail once stood, this 164-unit development by Pennrose and Family of Woodstock will provide housing for families and seniors and will include childcare, a community garden, playgrounds, free broadband, and easy access to public transit and the Wallkill Valley Rail Trail.
With energy-efficient, all-electric apartments and solar on the roof, the project minimizes climate impact and utility costs. And it’s affordable! These new homes will be available to households earning 30% to 80% of the area median income, with 48 apartments set aside for households in need of onsite support services, including survivors of domestic violence, frail elderly individuals, and residents who have struggled with homelessness. Family of Woodstock will provide the support services, ensuring that vulnerable residents receive the care they need. Apartments are expected to be ready in 16 months.

Ulster County's New Director of Public Health

On October 15, the Legislature confirmed County Executive Metzger’s appointment of Eve Walter, Ph.D., as Director of Public Health, and we welcome her to this important leadership position in County government. Dr. Walter holds a doctorate in Epidemiology — the study of disease and how it spreads among populations — and brings 25 years of public health experience and a person-centered approach to community health to the position. During her career, Walter has partnered with the Centers for Disease Control, the National Association of Community Health Centers, the National Institute of Health, and academic and community partners to reduce health disparities and improve patient care. She has also consulted for the NYS Office of Addiction Services and served as Vice President for Population Health at the Institute for Family Health. She brings a wealth of experience, energy, and fresh perspective to the Health Department and we’re delighted to have her on board.
County Expands Mental Health Services for Children and Families
The Ulster County Legislature approved the next steps to establish the Children’s Way Counseling Center, a new clinic that will provide mental health services for youth and families. Set to open in early 2025 at the Ulster County Center for Well-Being in Kingston, the clinic will offer diagnostic assessments, therapy, crisis intervention, and more, in collaboration with community providers and school-based support.
A second clinic will be opened at another location in the County based on a needs assessment, which is expected to be completed in six months. The two clinics were first proposed by County Executive Metzger and Mental Health Commissioner Tara McDonald earlier this year and are expected to serve 480 children and families in Ulster County.

Ulster County Hosts First Listening Session for NYS Office of Service and Civic Engagement
A newly created NYS Office of Service and Civic Engagement under the leadership of Lt. Governor Antonio Delgado held its first listening session in Ulster County with County Executive Jen Metzger, Senator Michelle Hinchey, Sheriff Juan Figueroa, SUNY President Alison Buckley, and many local non-profit partners to gather information about how the new state office can support and improve civic and service opportunities locally.
The roundtable discussion, held at SUNY Ulster, identified opportunities and challenges in recruiting volunteers and utilizing existing programs, such as Americorps — with housing among the challenges. The listening session will inform the new office's action plan as well as a new Empire State Service Corps Program, a paid SUNY internship for students in service to their communities.

Emergency Services Director Erichsen Talks with Students about Careers in Service to Community
Ulster County Emergency Services Director Everett Erichsen recently visited Highland High School for the Taste of Success Lunch and Learn program, where he introduced students to the many career options in emergency services and highlighted the importance of community involvement.
In Everett's words, "It's incredibly rewarding to see students discover the diverse pathways within emergency services. By showcasing these meaningful careers, we're not only offering job opportunities but also building a more resilient community."

Trunk or Treat Brings Resources and Fun to Kingston Plaza
Ulster County's Office for the Aging, Department of Social Services, and NY Connects hosted a festive Trunk or Treat at Kingston Plaza — a fun and engaging way for residents to connect with local service providers while enjoying a Halloween-themed atmosphere. With decorated trunks and plenty of treats, the event showcased the many resources available to our community in a family-friendly setting.

A Celebration of Culture at the 9th Annual Ulster County Italian Festival
The Ulster County Italian American Foundation hosted the 9th Annual Ulster County Italian Festival, bringing the community together for a day of music, food, and cultural appreciation.
Attendees enjoyed Italian culinary delights and lively entertainment and celebrated the contributions of the Italian American community to Ulster County's past and present.
The Opening Ceremonies included a heartfelt tribute to the late former County Clerk Nina Postupack, with Community Service Awards presented in her honor to Jess Davis and Sal Guido.
Congratulations to all honorees, including Kevin and Stephanie Reginato, named Signore and Signora of the Year, and Italian Pride Award recipients Joe LoSchiavo and Cathy Benham.

Early Voting Begins on Saturday, October 26!
Early Voting for the November 5, 2024 General Election begins on Saturday, Oct. 26, and ends on Sunday, Nov. 3! If you are not registered to vote, you can register online or in person by Oct. 26 to participate in this election.
Cast your ballot at any one of the Early Voting Centers across Ulster County:

- Midtown Neighborhood Center (467 Broadway, Kingston)
- Ellenville Public Library (40 Center Street, Ellenville)

Solar Mapping Tool Training
Learn how to work with your municipality to promote sound siting of solar and other renewables, and battery storage to ensure around-the-clock reliability. The purpose of the training is to empower municipalities to take a leadership role by siting and implementing solar energy and other renewables, with storage and efficiency, wisely.

Attention Homeowners: Apply Today for Funding & Build an Accessory Dwelling Unit (ADU) on Your Property
Ulster County homeowners can receive up to $125,000 in financial assistance for constructing or renovating affordable ADUs through the ‘Plus One’ ADU Home Program. The program aims to increase affordable housing options while providing homeowners living on modest incomes with additional income to pay the bills. Residents of the eight participating municipalities are eligible to apply from September 17 to November 18.

The Ulster County Transportation Council (UCTC), in partnership with the Town of Ulster and the New York State Department of Transportation, has released draft recommendations for the Route 9W Mobility Plan, and they are now open for public review. The plan focuses on improving safety, reducing congestion, and enhancing multi-modal connectivity along the busy Route 9W corridor between Van Kleeck Lane and Leggs Mills Road. Key strategies have been developed with input from a local advisory committee, and your feedback is crucial as we shape the future of one of Ulster County’s major commercial hubs.
