City of New Rochelle Business Registration Program
New Rochelle is in an exciting period of growth, and staying connected with our local business community is more important than ever. The Business Registration Program helps the City support local businesses, share resources, and provide updates on programs, events, and opportunities through our newsletters.
All retail businesses are required to register, and all other businesses are encouraged to participate.

The Vanguard New Rochelle
New Rochelle is entering a new chapter of growth and opportunity. The Vanguard Era reflects the city’s continued investment in a vibrant downtown where local businesses, entrepreneurs, and new ventures can thrive together.
With new development, more residents, and increased activity across the city, this moment brings exciting opportunities for our business community. To help businesses grow and take part in this momentum, the City of New Rochelle continues to offer programs and resources designed to support visibility, workforce development, and long-term success.
Below are several initiatives available to support your business in this new era.

Business Permits for Outside Use
If you'd like seating outside your restaurant on public property (sidewalk), apply for a Sidewalk Café permit.
You will need:
- At least 10 ft between the building and curb so you can include a clear walkway for pedestrians
- Insurance listing the City of New Rochelle as additional insured
- A drawing showing your proposed layout
If you want outdoor seating on private property, apply for an Outdoor Dining permit through the Department of Buildings. Apply for a Building permit using an architectural drawing of your space and layout. On the permit system, select Building Permit and then add outdoor dining in the description area.

Retail Tenant Improvement Fund
As a part of Vanguard New Rochelle, the City’s Downtown Retail Strategy, the Retail Tenant Improvement Fund was established to enhance downtown vibrancy and bolster economic opportunity. With a substantial number of applications submitted, reflects a strong demand from entrepreneurs and property owners alike. The program builds on the momentum of New Rochelle’s redevelopment efforts, which have delivered over 5,000 new housing units, attracted $2.5 billion in private investment, and helped bring in 60 new businesses over the past five years, 39 of them since 2023, including 15 in the last year alone.

Downtown Dashboard
 This interactive dashboard tells the story of how our city's bold revitalization efforts, including the Downtown Retail Strategy are shaping a more vibrant, welcoming, and successful downtown.
Downtown refers to the 373-acre area defined as the Downtown Overlay Zone, first established in 2015 to re-energize the city’s core and draw investment. Since then, this future-focused zoning and planning strategy has attracted more than $2.5 billion in private investment — bringing new homes, thriving businesses, and modern amenities to the heart of the city.
From new residents and thriving local businesses to cleaner streets and safer public spaces driven by the City Manager’s Quality of Life Initiative, the numbers below show how Downtown New Rochelle is growing stronger every year. Citywide Storefront Map and Directory
Explore every storefront across New Rochelle, from active businesses and “coming soon” locations to storefronts currently available for lease. Search by business name, category, or status to discover what’s open, what’s new, and what’s on the horizon in our commercial corridors. This regularly updated map brings transparency to our storefront landscape and supports a vibrant, thriving city.

 The purpose of the Vacant Storefront Registry is to support the revitalization of New Rochelle's downtown and commercial corridors by improving communication with property owners, enhancing the appearance of vacant spaces, and reducing long-term vacancies. The registry provides the City with up-to-date data on storefront conditions and leasing activity, helping to strengthen the safety, vibrancy, and economic appeal of the city's business districts.

More Parking is Here!
New Rochelle has added 196 public parking spaces across three new locations: 11 Garden St, 2 Clinton Park, and the Skyline Garage. This 7% capacity increase supports our growing downtown, making it easier than ever to shop, dine, and commute.

Unlock New Opportunities with Tough Leaf
Are you a Minority- and/or Women-Owned Business (MWBE) looking to grow, win contracts, and expand your reach in New Rochelle? Tough Leaf is built for you.
Eligible subcontractors can self-certify as minority- or women-owned businesses, meeting project diversity requirements and opening access to meaningful opportunities through the Tough Leaf Platform. Self-certification takes less than five minutes! Qualified participants will receive bid invitations tailored to their capabilities, empowering MWBE and local businesses to contribute to a stronger, more inclusive New Rochelle. In addition, Tough Leaf offers a range of capacity building services to help your company grow. These include accelerated payment programs, insurance, staffing, and more.
New York Power Authority Small Business Program Application '25-'26
The New York Power Authority (NYPA) invites you to apply for a free virtual program administered by The Cayemitte Group, designed to help all Small Businesses, including Minority, Women and Veteran-Owned strengthen their operations and compete for more public-sector work.
Many small businesses face barriers—capital access, certification challenges, bidding requirements, and limited administrative capacity. This program directly addresses those obstacles and helps you become fully prepared for NYPA, NYS Canals, and other public agency projects.
