2026 Budget Adopted

On December 9, 2025, the New Rochelle City Council officially adopted the FY2026 budget. The $256 million budget addresses City Council priorities and resident needs while maintaining service levels and continuing our investment in critical infrastructure, stays within the tax cap and for the first time in over a decade, does not utilize our unassigned fund balance to help balance the budget.

Active Duty and Veterans Parking Permit

Active Duty & Veterans Parking Applications Open

The City of New Rochelle is honoring residents who currently or previously served in the United States Armed Forces through the Active Duty/Veterans Parking Permit Program. As part of the program, unanimously adopted by New Rochelle City Council on September 16, the City will provide designated parking spaces in select municipal parking lots and City Park facilities starting January 1, 2026.

Free 2-Hour Holiday Parking Downtown Dec 1-31

In continuation of a holiday tradition and to promote holiday shopping in New Rochelle, enjoy two hours of free holiday parking from 9 AM to 9 PM at City Hall, Lawn Avenue, Library, Library South, North Avenue @Thruway, Prospect Street, Union Avenue, and Hamilton Avenue between North Avenue and Beaufort Place. Normal parking regulations will resume in these lots on January 1, 2026.

The registry provides the City with up-to-date data on storefront conditions and leasing activity, helping to strengthen the safety, vibrancy, and economic appeal of the city's business districts. Food scraps recycling buckets and roll of compostable bags

Recycle Your Holiday Food Scraps

Leftover scraps aren’t just holiday waste — they’re a valuable resource that can be transformed into nutrient-rich compost! By recycling food scraps, we capture their energy and return it to the environment, helping keep the season bright while reducing what ends up in our landfills and incinerators.

Compost bin kits and compostable bags are available for purchase at the Public Works office at City Hall, 515 North Avenue. Kits are priced at $20 and include a 2-gallon countertop bin, a 6- gallon home storage and transportation bin, and a roll of 30 compostable bags for the countertop bin.

Keep Sidewalks Clear and Safe

Maintaining the curb and sidewalk in front of your property isn’t just a common courtesy: it’s your responsibility. According to Sections 281-3 and 281-4 of the Code of the City of New Rochelle, property owners are responsible for keeping curbs and sidewalks abutting their property clean and free of litter and dirt, ice and snow, and animal feces.


New York State Programs/Assistance

Home Energy Assistance Program (HEAP) Benefits

The 2025-2026 Regular HEAP benefit opened December 1, 2025. HEAP can help eligible New Yorkers heat and cool their homes. If you are eligible, you may receive one regular HEAP benefit per program year and could also be eligible for emergency HEAP benefits if you are in danger of running out of fuel or having your utility service shut off. In addition to other actions to support HEAP recipients, in November 2025, Governor Hochul encouraged all eligible energy customers to join New York’s Energy Affordability Program, which helps hundreds of thousands of households receive a monthly discount on their energy bills.
