Dear Neighbors, As I conclude my first year as your Mayor, I am proud of all we’ve accomplished together and excited for the opportunities ahead. We continue to build on the strong foundation of progress in New Rochelle, working to ensure it remains a vibrant and thriving city for all who call it home.
I want to express my deepest appreciation for all that you do to make our city a wonderful place to live, work, and raise a family. Whether it’s supporting local businesses, volunteering your time, or simply being a good neighbor, your dedication makes New Rochelle a special place.
Our economy is strong, with a development pipeline set to generate $260 million in revenue over the next 20 years, enabling us to continue making critical investments in stormwater management and road improvement Citywide. In October, we launched our first Downtown Retail Strategy, including the creation of a Vanguard District, to transform downtown into a vibrant hub for shopping, dining, and entertainment- a model we hope to replicate in Wykagyl, Lincoln Avenue, the West End and other business districts. Combined with our Pro-Housing Choice Community designation, which unlocks $650 million in State funding, New Rochelle is leading the way in addressing both housing and economic challenges. We remain focused on creating new opportunities for our youth, enhancing public infrastructure, supporting small businesses, and advancing sustainability. Our efforts are dedicated to building a future rooted in equity, opportunity, and community pride.
Thank you for your continued partnership in making New Rochelle an even better place to live, work, and grow. As we close out 2024 and welcome 2025, I hope your season is filled with warmth, happiness, and peace. Here’s to a bright and prosperous New Year for our city!
Yadira Ramos-Herbert Mayor of New Rochelle

Dear Neighbors, I am honored to have been appointed as your new City Manager in December. It’s a privilege to serve this vibrant community, and I’m committed to working alongside you to keep New Rochelle a place we all proudly call home.
Having previously served as Commissioner of Public Works, strengthening our city’s infrastructure and preparing for the challenges ahead will always be my priority. This commitment is reflected in my 2025 budget, which the City Council adopted earlier this month. The budget meets our obligations and reflects our values and priorities, and I’m eager to continue working collaboratively with all of you as we shape the future of New Rochelle together.
Looking ahead, as climate-related events continue to grow in frequency and intensity, it’s crucial that New Rochelle is prepared. The budget puts a renewed focus on the City’s Ten-Year Flood Mitigation Plan and directs funds toward critical projects that protect our homes, businesses, and neighborhoods from the impacts of severe weather. Our 10 Year Capital Plan includes a number of key projects and introduces a Quality of Life initiative that will benefit us all– from keeping our streets clean and safe, partnering with the Westchester County Health Department to expand resources for mental health support, and working in tandem with our newly launched Downtown Retail Strategy.
My office is ready to assist with any issues that may arise. Please email or call us with any questions and concerns.
Will Melendez City Manager of New Rochelle
