Spring is here, which signals new life and new hope. As businesses rise up from the challenges of the COVID-19 pandemic – one year later - here are some opportunities to assist your business.
Deadline for applying for SBA PPP loans has been extended to May 31, 2021
Paycheck Protection Program (PPP)
President Joe Biden signed the PPP Extension Act of 2021 into law, extending the Paycheck Protection Program an additional two months to May 31, 2021, and then providing an additional 30-day period for the SBA to process applications that are still pending.
PPP is a loan designed to provide a direct incentive for small businesses to keep their workers on payroll. First Draw PPP loans can be used to help fund payroll costs, including benefits, and may also be used to pay for mortgage interest, rent, utilities, worker protection costs related to COVID-19, uninsured property damage costs caused by looting or vandalism during 2020, and certain supplier costs and expenses for operations.

First Draw PPP loans: If you have not received a PPP loan before, First Draw PPP loans are available to you.

Second Draw PPP loans: If you have previously received a PPP loan, certain businesses are eligible for a Second Draw PPP loan. The maximum loan amount for accommodation and food services businesses has been increased.

COVID-19 Economic Injury Disaster Loan
This SBA loan provides economic relief to small businesses and nonprofit organizations that are currently experiencing a temporary loss of revenue. What’s new:
- For loans approved starting the week of April 6, 2021, 24-months of economic injury with a maximum loan amount of $500,000
- Increased loan maximum amounts for some loans approved prior to the week of April 6, 2021. Businesses that received a loan subject to the current loan limit do not need to submit a request for an increase at this time.

SBA Launches Portal to Begin Accepting Grant Applications on April 8
Eligible applicants may qualify for grants equal to 45% of their gross earned revenue, with the maximum amount available for a single grant award of $10 million. $2 billion is reserved for eligible applications with up to 50 full-time employees.

Want outdoor dining this spring?
If you want seating outside your restaurant on public property, apply for a Sidewalk Café permit
For a sidewalk café you need:
- At least 10 ft between the building and curb so you can include a clear walkway for pedestrians
- Insurance listing the City of New Rochelle as additional insured
- A drawing showing your proposed layout
- Fees apply in 2021
If you want seating on private property apply for an “OUTDOOR DINING” permit through the Bureau of Buildings. Apply for a Building permit using an architectural drawing of your space and layout. On the permit system, select Building Permit and then add outdoor dining in the description area.

Planter Permits
Permits are required to place planters or other furnishing zone items upon a public sidewalk. Proposed items must meet the color, size, and location guidelines set forth in New Rochelle City Code. All submissions are subject to review by the departments of Development, Public Works, and the Municipal Arts Commission.

Now consider, pandemic or no pandemic, the need for Fire Safety through Code Compliance has not changed. Fires everywhere, including New Rochelle, did not ‘take a break’ during the shutdowns. Besides suppression and extinguishment, one of the Fire Department’s primary jobs is fire prevention. We owe it to the public to help them remain vigilant on not only COVID safety practices, but on Fire Safety practices as well.
We look forward to visiting you for your Fire Safety Inspection. We may be calling ahead to set up the best time for us to come by, so as not to impede on anyone’s occupancy limitations. You can also advise us of any building-specific COVID-safety protocols.

The US SBA is targeting April to launch a Restaurant Revitalization Fund (RRF). Provides restaurants with grants - not loans - potentially equal to pandemic-related revenue losses, up to $10 million per entity, or $5 million.

Regal Reopens: Godzilla and King Kong Fight at New Roc City
Regal Cinemas says New Rochelle was among the first of its facilities to reopen on April 2. Godzilla vs. Kong will run on opening night. Knoxville-based Regal Theaters confirmed that the Regal New Roc 4DX, IMAX & RPX in New Rochelle will be one of the first of its cinema complexes to reopen following the shuttering of all of its screens nationwide.

Westchester County Celebrates First WOW Awards
New Rochelle's Mariana Alonso-Jusufaj was recognized for her work helping families struggling with coronavirus. County Executive George Latimer presented her and 6 other women with the first ever "Women Supporting Women" award at a virtual event last week. As you may already know, Mariana is working with the City as a Minority Business Liaison.
