New Rochelle authorizes the adoption of a 5-cent paper bag fee effective January 1, 2021

 

As part of the NY Bag Waste Reduction Law, the City Council of New Rochelle has authorized the adoption of a $.05 fee for each paper carry-out bag provided to a customer. This fee is to be collected by anyone required to collect New York State sales tax. The paper bag fee cannot apply to customers using the Supplemental Nutritional Assistance Program (SNAP), the Women, Infants, and Children (WIC) Program, or any successor programs used as full or partial payment.

Businesses must begin to collect this fee on January 1, 2021 and must remit the fee to the New York Department of Taxation and Finance with their sales tax returns.
