Change is in the air in so many ways. Here are some ideas and new guidelines to help you manage your business.

New COVID Guidelines
Effective November 13 at 10 p.m., bars, restaurants and gyms, as well as any State Liquor Authority-licensed establishment, must close in-person service from 10 p.m. to 5 a.m. daily.
- SLA licensed establishments, including bars and restaurants, will close daily at 10 p.m. Bowling alleys that have liquor licenses are also included in the new measure.
- After 10 p.m. restaurants will be able to provide curbside/food pickup only
- Gyms will also close daily at 10 p.m.
Additional Guidelines
COVID-19 continues to be a concern with cases on the rise across Westchester County. As a business owner you can do your part to slow the spread of the virus.
- All open businesses are required to read and affirm the guidelines for your business type at forward.ny.gov
- Create and follow a Safety Plan using the template provided by NY State. You must have the plan available for State or local inspectors upon request

Small Business Administration: Coronavirus Relief Options
Westchester Putnam Workforce Development: Experience Works The WPWDB has received CARES Act funding to assist employers in hiring new staff or bringing back laid off staff through its “EXPERIENCE WORKS” Program. This program provides paid employment to each participant from the agreement activation date until Dec. 30, 2020.
Westchester County Business FIRST: Launch1000 and Business First Programs
- Launch1000 is an online, self-paced program for start-ups teaching you to evaluate your idea, test it with potential customers, and see if it seems likely to succeed.
WiFi Kiosk Program
 The City of New Rochelle is continuing its smart city transformation with the installation of an upgraded Wi-Fi kiosk network that will extend connectivity throughout New Rochelle’s downtown corridor. Over the next several weeks, the City will work with its new Wi-Fi kiosk vendor Intersection, through a public-private partnership, to achieve the City’s forward-thinking initiatives as part of the city’s ambitious redevelopment program and commitment to technology and innovation. The city will begin replacing the existing kiosks over the next several weeks and add two more to the network, bringing all on line by early 2021. Bag Waste Reduction Law
The plastic bag ban, which went into effect on March 1, 2020, was not enforced per an agreement between the parties in a lawsuit brought by Poly-Pak Industries, Inc., et al., in New York State Supreme Court. The Court issued a decision on August 20, 2020, upholding the law and DEC began enforcing the law and the regulations, in accordance with the Court's decision, on October 19, 2020.
As of October 19, 2020, any "person required to collect tax" must not distribute any plastic carryout bags to its customers unless such bags are exempt bags as provided for in the Bag Waste Reduction Law.

New Regulation for Ventilation in Nail Salons:
A new regulation adopted by the New York State Department of State requires all businesses offering nail services to provide ventilation to capture and exhaust harmful contaminates, fumes and particles, away from clients and workers. The New York Department of State ("Department") has created several new handouts and educational materials concerning these new rules relating to ventilation.
