Hello Business Owner,
While the weather is cooling off, the business climate is starting to heat up. Here are some key items for businesses to know:
COVID guidelines
This is a reminder that COVID-19 is still very much active in our region, so once again we advise businesses and residents to be diligent about observing public health guidelines. Ensure that your staff and your customers wear a mask, practice physical distancing, and wash hands frequently.
All businesses are required to:
- Read and affirm the state guidelines for your industry and,
- Complete a safety plan for your business. Make sure your staff knows how to comply and have the plan available for any inspectors that ask for it.
- Follow the guidelines about mask wearing, social distancing, signage and cleaning.

Grant programs
Rebound New Rochelle has successfully provided grants to assist New Rochelle businesses recover from the impact of the pandemic. At this time no new business grant applications are being accepted. Applicants who have received an application ID starting with the letters “ME” should submit all requested paperwork as soon as possible.

The PowerUp Program will support eligible small businesses with a $5,000 cash grant and pair you up with a coach, skilled in helping companies and people just like you, to help you grow your business. Participants will get access to expertise across business strategy, marketing and finance — the kind of help big companies are afforded daily.
To be eligible to apply, business owners must:
- Be Latino-owned and operated (self-reported)
- Have a for profit business, actively in business for a minimum of 1 year, with at least $1 in revenue
- Be located within California, New York, or Texas
- Be willing to dedicate 2 hours per month to training – 90% or better attendance required
- Agree to use best efforts to focus and execute the guidance and learnings from the program, on your business, to help ignite growth
- Agree to participate in surveys and data collection from time to time

Permits
New building permit application process
The City has moved to Municity / City Squared for building permits. This is the same system used for sidewalk café permits so businesses who have already registered for one will have a log-in ID already. All others who need to apply for a building or sign permit will need to sign up and then apply.
Outdoor dining process
Several restaurants have asked about installing heaters outside to extend outdoor dining. If you have a sidewalk café or outdoor dining, you can request an extension to your permit by submitting an updated plan indicating the location of any proposed heaters, as well as the specifications of the heaters. Each request will be reviewed according to building and fire code guidelines.
As a reminder, sidewalk café permits allow for seating on public property through Dec. 31. Furnishings must be removed nightly and must be removed in inclement weather. Outdoor dining on private property is subject to the terms of your permit.
New Rochelle celebrates Halloween magic with painted window program
Merchants throughout the City join the NR Chamber, the NRBID and the City of New Rochelle in a new, festive and socially-distanced art initiative.’
New Rochelle will be celebrating Halloween all throughout the City as the NR Chamber of Commerce, the NRBID and the City of New Rochelle present their new Halloween Window Painting Event. This new collaboration will feature student artists from NRHS PAVE and Art Honor Society painting Halloween windows at various business centers throughout the City; uniting all the artwork in the theme “Halloween Magic”. Merchants in Wykagyl, the Iona College area, mid-North Avenue and the Downtown have all donated their windows to be part of this new program, modeled after a program in Pelham.
Mayor Noam Bramson said, "Even at a time when our activities are sharply limited by COVID, it is still possible to celebrate the arts, encourage creative expression, and bring joy to both children and adults -- all while supporting our local business community. I applaud this collaboration, and thank the teachers and students who are leading the way."
Expect window painting to take place next week in a socially-distanced manner and the displays to continue till after Halloween.
