 New Yorkers Invited to Provide Public Comment to COGE
On May 28, Mayor Mamdani announced the creation of the Commission on Government Efficiency (COGE), a Charter Revision Commission charged with identifying ways to make City government work better for New Yorkers.
COGE will examine opportunities to reduce bureaucratic red tape, eliminate wasteful spending, and modernize City services. Recommendations will be open for public input before being placed on the ballot for voters' consideration.
New Yorkers are invited to share their feedback with COGE by attending a public hearing across the five boroughs or by submitting comments virtually.

 Reminder: Get Ready for the Release of Schedule C
Did your organization apply for City Council Discretionary Award Funding earlier this year?
FY27 award designations are going to be announced with the upcoming release of Schedule C.
Please make sure you have completed any outstanding Procedural Requirements for Award Clearance before then to avoid funding delays.
This includes creating a PASSPort account, submitting a Prequalification Application, and completing the digital Capacity Building Training.

 NYC Certified Payroll Portal
Remember, NYS law section 220-j requires all prime contractors and subcontractors to submit e-certified payroll reports for public work contracts.
All certified payroll reports for City contracts bid for on or after December 31, 2025, must be submitted through the NYC Certified Payroll Portal.
For first-time access, prime contractors will receive an email notification once the agency activates their prevailing wage contract in the portal. The prime contractors will need to log in by clicking here.
Once set up in the portal, the prime contractors can then designate their subcontractors on the project so that the subcontractors can be similarly notified to log in.

 MOCS Employee Spotlight: Noble
Ever wondered who designs the Contracting News? Or who came up with MOCS's purple-blue gradient (a look that has inspired other Agencies)?
Meet Noble.
As Assistant Director in the Communications Unit, he shapes MOCS's visual identity, leading branding initiatives and overseeing everything from digital and print design to office interiors and creative communications assets.
Noble began his career at a small town sign shop and brings three decades of experience in design and branding, having worked with organizations such as Coca-Cola, Mercedes-Benz, and the NFL.
With degrees in Sustainable Design, Graphic Design, and Art History, Noble also teaches sustainability, branding, and graphic design at his alma mater, Pratt Institute.
In his spare time, Noble enjoys traveling and cooking for his family. He has also (reluctantly) become an expert in basement flood prevention during heavy rains.
