 FY27 Advances Require Timely FY26 Invoice Submission
Attention providers: FY27 advances will be 50% as outlined in NYC Local Law 156. However, receiving these advances depends on the timely and complete submission of FY26 invoices. Providers who submit all FY26 invoices will qualify for the advance; missing or incomplete invoices will delay payments.
If you need support, use MOCS resources or join our 1:1 office hours for help with invoice submission. Stay on track to ensure your funds are released without delay

NYC Certified Payroll Portal
Remember, NYS law section 220-j requires all prime contractors and subcontractors to submit e-certified payroll reports for public work contracts.
All certified payroll reports for City contracts bid for on or after December 31, 2025, must be submitted through the NYC Certified Payroll Portal.
For first-time access, prime contractors will receive an email notification once the agency activates their prevailing wage contract in the portal. The prime contractors will need to log in by clicking here.
Once set up in the portal, the prime contractors can then designate their subcontractors on the project so that the subcontractors can be similarly notified to log in.

 NYC Mayor: First 100 Days in Review
"In his first 100 days, Mayor Mamdani has delivered results for New Yorkers.
On Day 8, the Mayor joined Governor Hochul to announce a historic $1.2 billion investment in universal child care, including a 1,000-seat expansion of 3-K. This fall, the Mamdani administration will offer full-day, full-year 2-K seats for the first time in city history.
The administration has also secured more than $9 million in restitution for workers and small businesses, expanded protected time off for 4.3 million workers and delivered $34 million in repairs, settlements and judgements on behalf of tenants.” –City of New York

 MENA Ownership Disclosure Option in PASSPort
Middle Eastern and North African-owned (MENA) businesses can now self-identify in PASSPort.
Refer to the Self-Declare Certifications and Classifications guide for step-by-step instructions on how to submit self-identification disclosures in PASSPort. For a list of MENA populations, consult Table 1 found in this U.S. census article.
Providing self-identifying information in PASSPort (such as M/WBE certification, Veteran-owned, MENA-owned, Worker Cooperative, and more) helps inform citywide initiatives and certification programs.

 Streamlining Budget and Encumbrance Workflows
MOCS will soon introduce a new decoupling enhancement to streamline contract, budget, and encumbrance workflows in PASSPort. Retroactive contracts across all industries will no longer require PO encumbrances.
For HHS agencies, new POs will allow advances to be created and submitted independently, with an encumbrance bypass when completed in FMS.
In addition, a true budget auto-approval will apply to modifications under 10% of a budget line, reducing processing time. To save time all HHS budget lines will be defaulted to invoiceable, except for unallocated and allowance.
These updates will reduce delays, simplify processing, and help ensure providers are paid faster.

The Mayor's Office of Nonprofits Services has opened nominations for the Excellence in Human Service Delivery Awards (EHSDAs)! The EHSDAs recognize nonprofits and city staff who go above and beyond for New Yorkers. Nominate by May 8th.
