Changes Coming To Your Paycheck In July & August
Effective July 2025, the Public Employees’ Retirement System of Nevada (NV PERS) will implement a contribution rate increase. Following the provisions of NRS 286.421, this increase is shared equally between the city and employees. Employees will cover their half of the increase through a corresponding reduction in salary, while the city will pay the other half.
The effective date is the pay period beginning July 20, 2025. Employees will see the reduction in their paychecks as follows:
PERS Membership Reduction
Regular members 1.625%
Police/Fire members 4.375%
The change will be reflected beginning with the Aug. 8, 2025, paycheck.
Employees with specific questions about their retirement benefits should contact PERS directly at 702.486.3900. To learn more about PERS benefits, please visit www.nvpers.org.
Changes For Electric Vehicle Drivers
As the electric vehicle (EV) industry has evolved, the purchase of EV vehicles has increased exponentially over the past several years. It is anticipated that the adoption of EVs by the public will increase by an additional 30% over the next five years. To meet this expanding demand, the city’s Parking Services Division will begin replacing the old EV chargers, as well as installing additional chargers in phases, at several city owned parking facilities. This replacement process will start at the 500 Main St. (City Hall) parking garage this month and is expected to be complete by early July 2025. As funding is made available, replacements and additional new chargers will be installed at the City Parkway, Promenade and the City Centre garages.
These new upgraded EV chargers will have the capability of allowing the user to access many charging functions via an app. As an example, users will be able to monitor the charging status of their vehicle, the system will provide the user with an alert when the vehicle is fully charged, will alert the user of any charging issues during the charging process, and monitor and track energy use.
This transition to new technology will allow the city to meet the needs of the motoring public. The EV parking and charging policies are being adjusted as well. EV charging parking stalls will no longer be reserved for specific individuals, allowing the chargers to be accessible to the public on a 24/7 basis. Additionally, a time limit of 30 minutes will be implemented for parking in the charging stall after the vehicle is fully charged, at which time the vehicle must be moved to a non-EV-charging stall.
A fee will be implemented for EV charging to meet the city’s cost for EV equipment, maintenance, software fees and electrical power. There will be various options for payment through the app after a user registers into the system, including the potential to pay via an RFID card provided at no cost by the vendor. Additional information, including an EV-charging fee schedule, will be provided as we get closer to implementation.

Custodial Changes Coming To City Hall
Starting June 2, the city’s custodial contractor CCS is providing custodial services for the first and sixth floor of City Hall, as well as changing their hours of service to Monday-Friday from 7 p.m. to 3 a.m. for all floors. There has been an influx of new employees who probably aren’t aware that previously cleaning was done in the evening. Now, all floors will be fully serviced in the evening so that all employees will start their day uninterrupted with a clean work space and restrooms. This will be the plan for the new Civic Center buildings when they open, as well. Existing city custodial staff have moved to days, working Monday-Thursday from 7 a.m. to 5:30 p.m., and will respond to custodial-related service calls, as well as maintaining all common and public areas throughout the day. Custodial services at the Municipal Courthouse will not be affected. Divisions that may need an accommodation in regard to access and security should contact Tom Manzo at ext. 6976. Facilities Management ext. 6220 or email FOService@LasVegasNevada.GOV will continue to be the point of contact for all cleaning requests or questions.

The city’s thematic goal for 2025 is:
Through December 2025, the city will continue to focus on employee wellness by providing opportunities to enhance the physical, emotional and financial well-being of all staff. This week we focus on a mid-year assessment of our wellness progress.
Halfway Toward Your Goals?
|
Happy June! The halfway point of the year is the perfect opportunity to reassess your financial wellness and retirement planning. Research shows that financial well-being and emotional wellness are closely linked. In a study by Forbes in 2023, 54% of respondents indicated that they always felt stress due to their financial challenges and debt, 48% experienced sleep problems due to financial stress, while 38% had a diminished social life and 34% experienced symptoms of depression due to their financial situation. We can change the way financial stressors affect our emotional wellness by being prepared!
This mid-year check-in allows us to make necessary adjustments, ensuring we stay on track with our long-term financial goals. Here are some key steps to consider:
-
Review Your Budget. How has your spending compared to your planned budget for the first half of the year? Identify areas where you overspent and areas where you were able to save more than expected. This is a good time to adjust your budget accordingly for the remaining months of the year. Prioritize and increase savings where possible.
-
Assess Your Emergency Fund. Having an emergency fund for that “rainy day” is important for financial stability and wellness. Ideally, you should have 3-6 months’ worth of living expenses saved. If your emergency fund is not adequate due to unforeseen circumstances, create a plan to gradually rebuild.
-
Evaluate Debt Management. Are you paying down your debts as planned? If you are accumulating more debt, review options for consolidating, refinancing or decreasing interest payments. Consider paying down debt with higher interest rates first.
-
Review Retirement Contributions. Try to maximize your retirement contributions. City employees have the opportunity to contribute towards their 457b plan. Decide whether or not you can increase your contributions towards your 457b plan for the remainder of the year. Click here for Information sheet on CLV 457b.
-
Revisit your Financial Goals. Re-evaluate your financial goals and milestones. Are you on track to meet them by year-end? Whether it’s saving for a major purchase, reducing debt or increasing retirement savings, adjust your strategies to align with your goals and objectives.
