Implementation of new security initiative

Dear Radioactive Materials Licensees,
Starting February 1, 2023 the New Jersey Department of Environmental Protection (NJDEP) will no longer be issuing paper copies of radioactive materials licenses. Licenses will be sent via encrypted email. We believe this is a more secure way to handle these documents. As you may know, in March of 2022, the US Government Accountability Office (GAO) notified the Nuclear Regulatory Commission that they had conducted an operation beginning in 2020, altering images of NRC and Agreement State licenses found on the internet (GAO-22-103441). They were then able to purchase Category 3 material with these forged licenses. This is a reminder to please be mindful of who has access to your license. N.J.A.C. 7:28-50.1 [10 CFR 19.11(a)(2)] requires that the license and conditions be posted, however N.J.A.C. 7:28-50.1 [10 CFR 19.11(d)] states that if posting is not practicable, the licensee may post a notice which describes the document and states where it may be examined. NJDEP would prefer implementation of 10 CFR 19.11(d) for security reasons. The goal is to ensure that license documents are kept secure and out of public view, while still allowing access to employees that work with radioactive materials.
