Every Woman Matters (EWM) is a federally funded program that pays for office visits associated with Pap tests, pelvic exams, clinical breast exams and lab fees for women aged 21-64. Age-appropriate mammography is covered as well as diagnostic tests. EWM provides screening and diagnostic tests, public education, and quality assurance activities.
The program also provides preventive services related to cardiovascular disease and diabetes for eligible women. Women aged 35-64 receive screening services for cardiovascular risk factors and diabetes. The program also provides lifestyle interventions that are tailored to each women's heart disease and stroke risk factors, screening results and her readiness to make lifestyle behavior changes.
Nebraska women and men who are 45-74, who meet eligibility guidelines, can enroll in the Nebraska Colon Cancer Screening Program (NCP) to receive an at-home testing kit and/or colonoscopy. All screenings are based upon family and personal history. Want a quick one pager about the program?

Enrolling in our screening programs can often feel like navigating a dense forest of paperwork. The process, while necessary, can be time-consuming and a barrier for individuals eager to participate. Recognizing this burden, we want to announce a new CPT code to reimburse your clinic for valuable staff time in assisting women to enroll in the Every Woman Matters (EWM) Program.
Who is eligible for reimbursement?
Any Clinic that:
- Has received training to do presumptive eligibility enrollments,
- Assists a woman in completion of a presumptive eligibility enrollment form
- Provides a well woman visit and completes screening card,
- Assists women in scheduling additional preventive services (mammogram) as appropriate.

The clinic does not need to bill for these codes. Upon receipt of a completed Presumptive Enrollment form and completed screening card, the program will enter a quick claim for the appropriate CPT code based on client’s age.
We want all women to have good outcomes which early preventive screening affords. We appreciate and value your clinic staff. We want to make sure you are compensated for your time doing work that matters.

Starting this summer the Women’s and Men’s Health Programs will be working with partners and providers across Nebraska to find out what can be done to increase breast and cervical cancer screening in Nebraska. We will be reviewing data from across Nebraska that points out priority counties that have a higher burden of cancer and lower screening rates. We are wanting to find ways to work together to improve and increase screening. By collaborating with fellow stakeholders and sharing professional insights and recommendations we hope to develop a call to action to increase breast and cervical cancer screening rates. Every Woman Matters (EWM) Program has healthy behavior support services (HBSS) available to our clients who are 35-64 to help clients reach their weight, fitness and nutrition goals. HBSS options that are available include:

Health Coaching: Connect with a health coach that will help support your goals for a healthy lifestyle.

Health Coaching for Hypertension: Program for individuals with high blood pressure or at risk for developing high blood pressure.

Living Well: For people with diverse medical diagnoses such as diabetes, arthritis and hypertension develop skills and coping strategies to manage their symptoms.

National Diabetes Prevention Program: In person or virtual program for people who have prediabetes or are at risk of Type 2 diabetes, but who do not already have diabetes.

Walk & Talk: Small group program that involves walking and talking about health topics.

Nebraska Quitline: Web-based coaching available for those ready to quit tobacco.
Be sure to provide risk reduction counseling at each office visit, mark it on the Screening Card as appropriate and then we will connect the client to the best choice for her. Interested in reading more: HBSS Flyer.

Throughout the month of March 2025, the Nebraska Women’s and Men’s Health Programs had multiple streams of marketing that took place to promote colon cancer awareness and the importance of screening.
Nebraska Press Association printed a weekly ad in the statewide newspapers in each region. Placing the ads statewide included a readership of 419,640 and over 500,000 impressions. Ads were personalized for each area and contained local health department contact information.
Throughout the month long campaign, the FIT Kit Request Form on the Nebraska Colon Cancer Screening Program website received 73 requests for FIT Kits.
- Week 1 – 2 requests received
- Week 2 – 41 requests received
- Week 3 – 12 requests received
- Week 4 – 18 requests received
Of the 73 requests received, 20 were from Douglas County, 9 from Sarpy/Cass counties and 8 from Lancaster County. Overall, 23 requests were received from the SOUTHEAST NE Region, 38 requests from the NORTHEAST NE Region, 8 from the CENTRAL Region and 4 from the WESTERN Region. In addition to the weekly newspapers the program released a press release and had several digital ads placed on Facebook and X.

Women’s and Men’s Health Programs (WMHP) just released a new website page centered around healthy behavior support resources and educational resources for women and men. The page is titled Healthy Behavior Support Services Resources and Education. We hope that the site will be a clearinghouse of resources that people can go to and trust the content that is available. Women’s and Men’s Health has an additional website that has education and resources for clients. You can check it out at: https://preventionmatters.ne.gov/. Originally the site was developed to be a landing page for programs that are available for screening. Programs like Medicaid Expansion, Every Woman Matters and the Nebraska Colon Cancer Screening Program.
