Women's & Men's Health Programs

Every Woman Matters (EWM) is a federally funded program that pays for office visits associated with Pap tests, pelvic exams, clinical breast exams and lab fees for women aged 21-64. Age-appropriate mammography is covered as well as a limited number of diagnostic tests. EWM provides screening and diagnostic tests, public education, and quality assurance activities.

The program also provides preventive services related to cardiovascular disease and diabetes for eligible women. Women aged 35-64 receive screening services for cardiovascular risk factors and diabetes. The program also provides lifestyle interventions that are tailored to each women's heart disease and stroke risk factors, screening results and her readiness to make lifestyle behavior changes.

Nebraska women and men who are 45-74, who meet eligibility guidelines, can enroll in the Nebraska Colon Cancer Screening Program (NCP) to receive an at-home testing kit and/or colonoscopy. All screenings are based upon family and personal history. Want a quick one pager about the program?

2024-2025 Income Guidelines

Women's and Men's Health Programs (WMHP) has NEW income guidelines. The programs are now able to utilize 250% of the Federal Poverty Guidelines which means we can now serve more Nebraskans (i.e., for example a family a 4 can make up to $78,000 and still be eligible for program services). Check out the Income Eligibility Scale to see if your patients are eligible. Guidelines change every July 1.

NEW Age Guidelines for EWM

Starting October 1 women who are 21 years old can enroll in the EWM screening program. In years past it was 35 and older but now the program can enroll younger women for cervical cancer screening services. As always, the program adheres to the US Preventive Services Task Force Guidelines. See page 8 of the Women's & Men's Health Programs Provider Participation Manual for more information.

Are your clients there for another reason but they are in need of preventive care? Enroll them and screen them the SAME day! Providers MUST receive training before offering this service. Find out more: PRESUMPTIVE ENROLLMENT

Frequently Asked Questions/Answers

Q: I heard there were new age guideline changes for Every Woman Matters, is that true?
A: Yes, starting October 1, EWM started enrolling women 21-34 years and into the program for cervical cancer screening. See page 8 of the Women's & Men's Health Programs Provider Participation Manual for more information.


Q: The STI/STD Assistance Form is a new form. Did this replace the State Pap Plus Enrollment Form?
A: Yes! The State Pap Plus Enrollment Form and State Pap Plus Program no longer exist. The STI/STD Assistance Form was created so that if office visit reimbursement is needed for those that don't qualify for Every Woman Matters the new form can be used and submitted. EWM does not pay for STI/STD testing but will pay for an office visit. General clinical services can be provided at the same time as STI/STD testing. More information can be found on the Provider Information & Forms page under the STI/STD Assistance tab. If client is 21+ and needs cervical cancer screening, she will enroll into the EWM Program.

Q: How can our clinic learn more about how to offer Presumptive Enrollment to our patients?
A: In order to provide Presumptive Enrollment to your patients you first must be a trained and approved provider. Trainings were held October 8-9 and October 16-17. If you would like to learn more about how to take part in a future training please contact our office. In the meantime additional information about Presumptive Enrollment can be found on pages 21-22 of the Women's and Men's Health Programs Provider Participation Manual as well on on the Provider Information and Forms page under the Presumptive Enrollment tab.

Prevention Matters

Preventive health screenings are important. They matter because they allow you to be proactive vs. reactive with your health and help you recognize the early stages of a disease.

WMHP has a site for Nebraskans to go to that tells about screening resources that are available. The site is featured in both English and Spanish and can be found at: https://preventionmatters.ne.gov/.

The site gives healthcare options like Medicaid Expansion/Heritage Health Adult and if people do not qualify, additional information about EWM/NCP is available. The purpose is to make sure Nebraskans know about the importance of preventive screenings (mammogram, Pap test, cholesterol, blood glucose, colon cancer screenings) and ways to access screening services.

ENROLLMENT: Healthy Lifestyle Questionnaire

In order to enroll into the Every Woman Matters and/or the Nebraska Colon Cancer Screening Program a participant must fill out the Healthy Lifestyle Questionnaire (HLQ).  The HLQ helps the program determine what services the client may be eligible for.  HLQs can be found:
