Budget Stabilization Fund
The Budget Stabilization Fund, known as the state's "rainy day fund," was established in 1987. Pursuant to N.D.C.C. 54-27.2-01, at the end of each fiscal year the fund cannot have a balance of more than 15% of the most current biennium General Fund appropriation as approved by the legislative assembly. For fiscal year 2024 the cap is $914.6 million. On July 19, 2024 a transfer of $58.4 million was made to the General Fund to bring the balance back down to the cap.
