Each month, North Dakota Health and Human Services (HHS) will do a spotlight on a 1915(i) provider to celebrate their contributions and innovative approaches to person-centered care. By sharing their stories, we aim to inspire collaboration, foster continuous improvement and strengthen our community's commitment to delivering high-quality services.
This month, we highlight Debra Camperud, owner and care coordinator at You Shine Too.
I am from Grand Forks, North Dakota.
I enjoy spending time in nature—gazing into the sky and taking in all of God’s beautiful handiwork. I love family time, reading my Bible and going to church. I also find peace and purpose in reaching out to people in correctional facilities. In my downtime, I enjoy working on new ideas to bring to the table for our business and programs—always looking for ways to grow and better serve the community.
- How long have you been a care coordinator (or doing this kind of work)?
I became a care coordinator for the Free Through Recovery (FTR) program in 2018. I later became a provider for both the FTR and Community Connect programs. I’m also a certified peer support specialist. In addition, I’ve worked with people in home and community-based services since 1998, which has helped shape the compassionate and person-centered approach I use today.

Could you share what inspired you to become a 1915(i) provider?
I am passionate about helping people connect with the resources they need in our community. What inspired me most was seeing the gaps in services and recognizing the opportunity to work alongside other agencies—becoming true partners to better support individuals and strengthen our community.
- How do you tailor your services to meet the unique needs of each member?
I take time during the first few meetings to build a relationship and really get to know each individual. Together, we develop a person-centered plan of care that reflects their strengths, goals and needs. This process allows members to feel heard and empowered, and it inspires SMART goals that are meaningful and achievable.
