Continually Low-Performing Charter Schools Present Academic Strategic Plans


The North Carolina Charter Schools Advisory Board (CSAB) met Nov. 6-7, in the 7th Floor Board Room, Education Building, 301 N. Wilmington Street, Raleigh.
 
The agendas are available on the State Board of Education’s website under the Meetings tab


During this meeting the CSAB received presentations from 9 charter schools that were designated Continually Low-Performing for the 2016-17 school year.  These schools were required to outline their strategic plans and CSAB provided feedback to each school. 


During its December meeting, the CSAB will receive presentations from the remaining charter schools that are currently designated as continually low-performing.

Performance Committee Updates

 

The Performance Committee discussion, led by Mr. Joe Maimone, provided an overview of the State Board of Education policy review work for this fiscal year. 

 

For this meeting, the CSAB discussed and reviewed several State Board of Education policies and the impact on charter schools. The CSAB  made recommendations to the State Board of Education.

 

The policies discussed and respective recommendations were:

 

 

  •  DROP-000, SSCH-000, SSCH-006, SPLN-000 – Policy Committee - Recommendation for these policies is no changes at this time.

 

  • CHNU-002, LICN-004, LICN-005, CCRE-001 – Performance Committee - Recommendation for these policies is no changes at this time.


  • KNEC-003 - Recommendation for this policy is for Office of Charter Schools to revise to include charter specific reference and present for CSAB discussion and recommendation at a later meeting.

contains the policies reviewed and discussed by the Charter Schools Advisory Board. 


For its December meeting the CSAB will postpone its SBE policy review and discussion until a later meeting. However, the CSAB welcomes feedback on its made and future policy recommendations. Feedback should be sent to ocs@dpi.nc.gov


Charter School Application Reviews

 

The CSAB committees conducted its second round of reviews and clarifications phase for 8 of 29 applicants proposing to open in 2019-20 on November 6, 2017.  The schools appearing before the CSAB and their recommendations are as follows:
 

  •  Achievement Charter Academy - forward to interview

 

  •  Apprentice Academy HS of NC - forward to interview

 

  •  Hobgood Academy Charter School - forward to interview

  

  •  Mountain Island Day School - forward to intervew

 

  •  STARMOUNT Charter Academy - do not forward to interview

 

  • Movement School East - forward to interview

 

  • Steele Creek Preparatory Academy - forward to interview

 

  • North Wake Preparatory Academy - withdrew 11/2/2017


These applicant groups forwarded to interview will receive a full one-hour interview with the CSAB at its December 2017 meeting. 


Additionally, the CSAB will conduct its third round of reviews and clarifications for 7 of 29 applicants proposing to open in 2018-19 on December 12, 2017. Attached below is the approved application timeline and process which details what happens with each phase of the application process for schools proposing to open in 2019-20. The Office of Charter Schools maintains a progress chart on its website to detail decisions made by the CSAB and State Board of Education.

Charter Schools Advisory Board Recommends Charter School Revocation

 

At its October 2017 meeting, the CSAB recommended immediate revocation for Heritage Collegiate Leadership Academy (Bertie County). 

 

The CSAB vote was due to financial, governance, and operational circumstances outlined before the CSAB. Thus far, in the school’s short operation, the Nonprofit has exhibited significant compliance issues with the Exceptional Children’s program, failure to comply with stipulations approved by the State Board, and encountered serious financial concerns.

 

At its November 2, 217 meeting the State Board of Education accepted the CSAB recommendation to immediately revoke the charter for the school. 

 

The exact closure date is pending the appeal process which the Heritage Collegiate Board of Directors has chosen to exercise. 


Reflections from Alex Quigley, Chair, Charter Schools Advisory Board

 

The Thanksgiving Holiday is quickly approaching. The CSAB is thankful to charter schools providing excellent educational opportunities to students. Currently, there are 174 charter schools operating with an additional 20 charter schools slated to open in 2018. Pending acceleration requests to open in 2018, there could be almost 200 charter schools in operation in 2018!
