Charter Schools Advisory Board (CSAB) Reconsiders Monroe Charter School Application
The North Carolina Charter Schools Advisory Board met Tuesday, June 13, from 9:30 a.m. – 3 p.m., in the 7th Floor Board Room, Education Building, 301 N. Wilmington Street, Raleigh.
During the meeting, the CSAB discussed at length, the charter application for Monroe Charter Academy. Pending additional discussion and review, the CSAB recommended to the State Board of Education (SBE) that the SBE accept its original recommendation for the proposed applicant group to receive a charter. The SBE requested (at its June 2017 meeting) reconsideration of the application as the proposed applicant had the same board members submitting multiple applications for consideration under two (2) different nonprofit names. The other application, Anson Charter Academy, received approval during the June 2017 SBE meeting. The vote for Monroe Charter Academy was (7-3) for approval.

Revised Charter School Financial and Governance Noncompliance Policy
The CSAB finalized its discussion and made a recommendation to the State Board of Education (SBE) regarding the attached revised version for the Charter School Financial and Governance Noncompliance Policy (CHTR-006). The CSAB began these discussion in May 2017 and pending rules review, Office of Charter Schools, and Financial and Business Services input, accepted the changes to the policy. The SBE will discuss the recommended changes at its July 2017 meeting.

Reflections From the Chair (Alex Quigley) and Vice Chair (Steven Walker) of the Charter Schools Advisory Board (CSAB)
Another CSAB year is in the
books as we completed our June 2017 meeting.
One thing the CSAB members can all agree on
is that the processes we have put in place for considering application and
renewals has resulted in more in-depth reviews than any time in the past. This
year, application reviews were split into two parts--a time of clarification on
questions about the application, and then for those applications that moved on,
a full one-hour interview was conducted with the proposed board of
directors. Considering these applications at such a deliberate pace made
sure that each applicant was considered thoroughly. We have a lot on our plate in
the coming year, with many renewals and certainly many new applications. Seven
of the eleven voting members of the CSAB will have their terms expire at the
end of this month, and we are waiting to see what the new makeup of the Board
will be. We cannot end this reflection
without saying thanks to the many people who make the work of the CSAB happen.
To all the members of the CSAB, thank you for your hundreds of hours of
reviewing applications, renewals, interviewing, and hard work. We know that
many weekends were spent pouring over CSAB documents and you have juggled many
things to fit the important work of the CSAB on your already full plates. To
Director Dave Machado, Assistant Director Townsend-Smith, and to all the staff
at the Office of Charter Schools, thank you! Without your support, preparation,
and assistance there is no way that we could be a board that has worked so
efficiently and effectively over the last year. To all of our charter schools,
the vast majority of you make our lives easier by providing an excellent
education with sound financial and governance principles being followed at your
schools. We remember the true reason we do this work--to make sure that
every child in North Carolina has an opportunity to attend a high-quality
school of choice. Finally, we would like to say thank you to all the school
directors, principals, teachers, support staff, and students for their hard
work over the last year. We have seen many great things and the future of the
North Carolina charter movement is bright because of you. We are excited about what next year holds! The CSAB is tentatively scheduled to meet again in August 2017.
