Charter School Application Reviews 

 

The CSAB committees conducted its last round of reviews and clarifications phase for 11 of the 38 applicants proposing to open in 2018-19 on March 6, 2017.  Of the 11 applicants appearing before the CSAB committees for the review and clarification phase of the process, 7 received a recommendation of the full CSAB to move forward to the interview opportunity with the full CSAB during its April 10-11, 2017 meeting.  The schools moving forward to interview include:

 

 

  • Carolina Charter Academy

 

  • Davidson Charter Academy

 

  • Monroe Charter Academy

 

  • The Experiential School of Greensboro

 

  • East Voyager Academy

 

  • The Paideia Academy

 

  • Global Achievers School


The CSAB also voted to reconsider its prior motion not to recommend Kaleidoscope Charter High School for interview.  After further review/deliberation, the CSAB voted to allow Kaleidoscope Charter High School to receive an interview at its April 2017 meeting. 


At its April meeting the CSAB will review its recommendations to the State Board of Education for the charter applicants to begin the planning year. The CSAB recommendations will be forwarded to the State Board of Education at its regularly scheduled May 2017 meeting. 

 

Attached below is the approved application timeline and process which details what happens with each phase of the application process for schools proposing to open in 2018-19. Additionally, the Office of Charter Schools maintains a progress chart on its website to detail decisions made by the CSAB and State Board of Education (see attached).

State Board of Education Adopts CSAB Application Timeline and Process Recommendation

 

Per State Board of Education (SBE) Policy CHTR-12, the SBE must approve the charter school application process and timeline prior to each application round.  The SBE established and adopted the timeline and process for the 2016 application round on May 5, 2016, and the Charter School Advisory Board (CSAB) recommended to the SBE adjustments to the established process. Specifically, the CSAB made the following two (2) recommendations to the SBE on its process in considering applications for new charter schools:

 

1. Prior to denying any charter school application that received a majority vote to approve by the CSAB, the SBE will return the application to the CSAB for further review before denial on second reading.

 

2. The CSAB shall complete its recommendations to the SBE on charter school applications by its April meeting each year. The CSAB will present its recommendations to the SBE at the May SBE meeting for discussion. The SBE will approve or deny all charter school applications by its June meeting each year, except those applications returned to the CSAB for further consideration under part one of this recommendation, which the SBE will approve or deny by its August meeting each year.


The SBE accepted and approved the recommended changes March 2, 2017.

Greetings to all of our Charter School Directors and Staff! 

 

As we approach our April meeting, the CSAB will conclude its recommendations on charters to begin the planning year to open in 2018-19. The work has been grueling and rewarding; however, it is encouraging to see strong applicants that have developed strong, innovative plans. The State Board of Education will receive our recommendations at its May meeting and I look forward to presenting the applicants receiving a favorable recommendation from the CSAB.  


At its March 2017 meeting, the SBE accepted our recommendation to adjust its Application Timeline and Process. We are pleased to work with the SBE to complete our review process early and to review any applications it feels needs additional consideration. We look forward to wrapping up this application round and preparing for the upcoming application round for applicants wishing to open in 2019-20!


Enjoy the changing seasons of March! Our board will meet again in April to conduct our final round of applicant interviews for the 2016-17 cycle. We have worked diligently to send all final recommendations on new charters to the SBE by May 2017.

NC Charter Schools Advisory Board to Meet


The North Carolina Charter Schools Advisory Board will meet Thursday, March 16, beginning at 2 p.m., in the 7th Floor Board Room, Education Building, 301 N. Wilmington Street, Raleigh.

Board members will discuss Community Charter School’s assumption. 

 

The agenda is available on the State Board of Education’s website under the Meetings tab.
