Carolina International School's Presentation to the Charter Schools Advisory Board (CSAB)
The North Carolina CSAB met Tuesday through Thursday, January 10 - 12, in the 7th Floor Board Room, Education Building, 301 N. Wilmington Street, Raleigh.
During the January 11, 2017 meeting, the CSAB heard from Ms. Helga Faciano, Special Assistant, NCDPI Global Education and the passionate staff and student of Carolina International on its implementation of Global Education and Acknowledgement received from the State Board of Education. Charter School Application Reviews
The CSAB committees conducted its second round of reviews and clarifications phase for 16 of the 38 applicants proposing to open in 2018-19 on January 10 - 12, 2017. Of the 16 applicants appearing before the CSAB committees for the review and clarification phase of the process, 9 received a recommendation of the full CSAB to move forward to the interview opportunity with the full CSAB during its February 6-7, 2017 meeting. The schools moving forward to interview include:
- Ascend Leadership Academy: Lee County
- Essie Mae Kiser Foxx Charter School
- Raleigh Oak Charter School
- Inner Banks Innovation Academy
- Moore Montessori Community School
Attached below is the approved application timeline and process which details what happens with each phase of the application process for schools proposing to open in 2018-19. Additionally, the Office of Charter Schools maintains a progress chart on its website to detail decisions made by the CSAB and State Board of Education (see attached).

Charter Schools Advisory Board Legislative Agenda Recommendation to the State Board of Education
The CSAB received an update from the Office of Charter Schools on past and pending State Board of Education agenda items.
During the update, the CSAB discussed the increased request of year delay requests and the tie to Department of Transportation, zoning, and facility delays. After its discussion, the CSAB voted unanimously to recommend to the State Board of Education an add to its legislative agenda. The specific motion was:
"For the State Board of Education to include on its legislative agenda a bill to consider when it comes to the construction of new schools or expansion of schools, that the State pays for what happens on State property and the school pays for what happens on school property."
The Office of Charter Schools will forward this specific recommendation to the State Board of Education for its consideration.

CSAB Finalizes Renewal Recommendations for Schools with Charters Expiring June 2017
Since its October 2016 meeting, the CSAB has discussed and reviewed information on charters set to expire June 2017. The initial recommendations for the 32 charter schools were forwarded to the State Board of Education with CSAB recommendations during its January 2017 meeting. One of the schools, Kestrel Heights, did not receive a recommendation until the CSAB could receive and review additional information on its failure to graduate students appropriately.
The CSAB reviewed documents, deliberated, and discussed the Kestrel Heights situation during its January 10 - 12, 2017 meeting. At the conclusion, the following recommendation was made to the State Board of Education for its consideration at the February 2017 meeting:
Kestrel
Heights charter be renewed for a period of 3 years with five (5) stipulations:
- Effective
July 1, 2017, the charter is amended to the grades served on grades Kindergarten
through 8th grade.
- That
Kestrel Heights, at no cost to current or former students, provide an
appropriate remedy to the failure to provide an appropriate education that
resulted in a Future Ready Core diploma, and that the remedy may not be a
Kestrel Heights designated diploma monthly report.
- That
Kestrel Heights continue to make extensive efforts to contact all impacted
former students and provide a monthly report to the Office of Charter Schools
of those efforts and the results of those efforts.
- That
Kestrel Heights appear before the Charter Schools Advisory Board every six
months to update the board on its progress.
- Kestrel
Heights must agree to no grade expansion to high school for its charter term.
The attached contains recommendations for the remaining schools set to expire in 2017. The State Board of Education will take action on these recommendation at its February 2017 meeting.
