Welcome to the October 2016, edition of the Hillsborough Street Renewal, a monthly e-newsletter keeping businesses and residents along the corridor up to date on Phase II construction news.

Project Update

The south side of Hillsborough Street’s underground infrastructure is starting to come together.


On Thursday, October 6, crews installed a 24’ X 32’ underground electrical vault on Dan Allen Drive. (See the photo-montage above, and more photos are on our Facebook page.) Due to the torrential rains from Hurricane Matthew that began on Friday, October 7, the underground connections and remaining duct bank work was not able to be completed the weekend of Fall Break, as planned. Crews had to finish the work during the nighttime hours on Tuesday, October 11, and Wednesday, October 12. The next Underground Vault is scheduled for installation near the Man Mur Shopping Center later this month.


The new watermain along the south side of Hillsborough Street is now connected to the existing Phase I pipe and runs from Gardner Street all the way to Friendly Drive, and this week crews continue to install the 16-inch watermain along the Stanhope building running towards Concord Street.


New sanitary sewer lines now run from Gardner Street to Brooks Avenue and from Bagwell Street to Friendly Avenue. Contractors are now installing new lines from Concord Street running west towards Stanhope Avenue.

Looking Ahead

Once the underground electrical vault is installed near the ManMur Shopping Center, Duke Energy Progress will begin installing the vault’s operating components and pulling cables through the underground duct bank along the corridor.


While Duke Energy Progress is working on the east side of the project construction crews will work on the installation of remaining duct bank and vault installations on the west side of the project.


Sanitary sewer work will continue running west towards Stanhope Avenue and the watermain running along the south side of the project will follow from the Stanhope building running west to tie into an existing water main at Concord Street.  


Duke Energy Progress crews are scheduled to start back with their transmission pole relocation work along the north side of the corridor. They are scheduled to begin work at the conclusion of the State Fair, on October 23, and conclude their work right before the Thanksgiving Holiday. This work will take place at night when Hillsborough Street can be closed to through traffic.

Road Closures

October and November will see nighttime road closures. Road closures are needed while Duke Energy Progress installs new transmission poles along the north side of Hillsborough Street and as crews install new underground infrastructure crossing Hillsborough Street along the corridor. Because of the amount of traffic on Hillsborough Street, this work is only allowed during nighttime hours when there is less traffic. However, local traffic is still allowed along the street and businesses are still open. In areas where the actual work is taking place, flaggers are on hand to direct local traffic to their destinations. So, please feel free to frequent your favorite Hillsborough Street businesses.
