Neighborhood Matching Grants Tree Banding Program

The City of Charlotte is asking citizens to help protect our tree canopy by banding their neighborhood's trees to control the cankerworm population. The Neighborhood Matching Grants Fund provides grants of up to $3,000 to neighborhood organizations within or adjacent to the cankerworm infestation area to assist with tree banding. There is no income eligibility and trees on private property may be banned. Grant applications will be accepted through October 21st, 2011.
This year, there are some important changes to our Tree Banding Initiative program:
- There is NO requirement to attend a Tree Banding Application Workshop, although a neighborhood may request a workshop.
- Applications are now being accepted ONLINE.
- The Neighborhood Matching Grants Fund accepts signatures via Adobe eSignatures.

Congratulations Neighborhood Matching Grant Awardees!
Congratulations to our Neighborhood Matching Grants Program Awardees from the June cycle. These neighborhoods were awarded a combined total of $62,799 for the following projects:
- Appletree Village Homeowner's Association - Community Paving and Painting Project
- Becton Park Homeowner's Association - Becton Park Fence Replacement and Neighborhood Clean-Up
- Clanton Park Neighborhood Association - Clanton Park Community Picnic and Back to School Event
- Farm Pond Mentoring Youth Leadership Committee - Drive to Save Lives Community Safety Project
- Four Seasons Homeowners Association - Four Seasons HOA Neighborhood Identification and Improvement Project
- Lakewood Community Development Corporation - Lakewood Comprehensive Community Needs Assessment and Asset Mapping Project

Grants are awarded four times a year and applications are accepted on February 15th, April 15th, June 15th and September 15th.

City's Quick Response to Recent Flooding
On Tuesday, August 9th, the Charlotte-Mecklenburg Damage Assessment Team (D.A.R.T.) completed the assessment of residences damaged by the storms. The group was able to turn around the findings and submit the assessment report in less than 24 hours.
Fifteen two-person teams from Neighborhood & Business Services - Code Enforcement Division and Mecklenburg County Building Standards identified 162 residences that were damaged in the recent storms. The assessment identified 85 homes that are uninhabitable based on the review. The remaining 77 residences were affected by the storm, but remained in habitable condition. Overall damage to the residences was estimated at $1.5 million dollars. Charlotte- Mecklenburg Emergency Management will be reviewing the assessment information to determine if it qualifies for State and/or Federal assistance.

Citizen Advisory Group – Nightclub, Bar and Lounge Regulations
The Charlotte-Mecklenburg Planning Department staff will be holding several meetings to address the current regulations of nightclubs, bars and lounges and to review the required distance separation from residential districts and residential uses. Currently, there are no distance requirements from residential uses for restaurants, however there are some restaurants that may technically meet the current definition of a nightclub, bar or lounge, which do hae a separation requirement. The City of Charlotte Zoning Ordinance defines a nightclub as any commercial establishment serving alcoholic beverages and providing entertainment for patrons including bars, lounges, and cabarets.
A vital part of determining whether a use is a restaurant or nightclub and whether distance separations are appropriate is through public input. The Planning Department is seeking volunteers to serve on a Citizens Advisory Group that will provide valuable information that we will use to assist in crafting a text amendment to clarify these uses. The Citizens Advisory Group will be comprised of residents, neighborhood leaders, business owners, attorneys and other interested parties.
The first meeting is scheduled for Thursday, August 25, 2011 from 6:00 p.m. to 8:00 p.m. at the Charlotte-Mecklenburg Government Center (CMGC) located at 600 E. Fourth Street in Room 267.
