FOR IMMEDIATE RELEASE

ASSESSOR’S OFFICE COMPLETES MORE THAN HALF OF THE 2011 REVALUATION APPEALS

Charlotte, NC – The Mecklenburg County Tax Assessor’s Office has completed 54 percent of the appeals filed by property owners seeking an adjustment to their new property values. All County properties were reappraised this year as part of the State-mandated revaluation to equalize the market value and tax value of properties at least every eight years.

The Mecklenburg County Tax Assessor’s Office received a total of 36,102 first-level appeals. This so-called informal appeal allows property owners to state a written case for adjusting the value of their property. Trained assessors in the County office make a determination on the appeal based on their original appraisal and the facts of the property owner’s appeal. Almost 22,000 have been decided so far. Those dissatisfied can move to the next appeal level.

The second level appeal is presented in person to the Board of Equalization and Review (BER), a panel of 15 industry experts appointed by the Board of County Commissioners. There have been 6,639 formal appeals filed with the office to date. So far, 1,185 have been ruled on or closed. Teams of three BER members meet every Tuesday, Wednesday and Thursday, hearing approximately 75 cases per session. There is a short lag time between the time a case is closed and property owners receive a determination as the office sends decisions out in batches.

“It likely will be some time next spring before the first two appeal processes are complete,” according to Assistant County Assessor Eric Anderson. Property owners then have the option of taking their appeal to the North Carolina Property Tax Commission.

Tax bills based on the new values were sent to most property owners in August. Those property owners who appealed at any level will receive their bills shortly. Payment is due even if an appeal is not yet closed. The County will reconcile with property owners whose appeals result in a reduction of their property value/tax bill including interest on the amount overpaid. Bills not paid on or before January 5, 2012 are subject to two percent interest for January and an additional three-quarters percent each month after that. Property owners with a question about their bill are encouraged to call 311 if calling from within Mecklenburg County or 704-336-4600 if calling from outside the County.
