Office of Public Instruction Title I Part C Migrant Education Program Press Release Information
The Montana Office of Public Instruction has received an FY 2022 Grant Award Notification for the Title I Part C Migrant Education Program. As a federally funded program of the United States Department of Education, the MT OPI Title 1 Part C Migrant Education Program Grant Award is used to implement the statutory requirements of the program and has done so since the program’s inception in the late 1960s.
The most comprehensive aspect of the implementation of the Montana Title I Part C MEP is the requirement for Identification and Recruitment of eligible families. The Program is tasked with finding, identifying, and certifying eligible children of migratory agricultural, dairy, fishing and processing workers who are in our state. As the 4th largest state in the nation in terms of land mass, the task of locating eligible families is a challenging one. Trained recruiters comb the state to locate families who have moved across school district, county, or state boundaries in the pursuit of qualifying agriculture -related work. Once located, and after an interview with the migratory worker has been conducted, a Certificate of Eligibility (COE) is completed that includes the type of qualifying activity performed, mobility information, and demographic data about the children.
The data on the COE is used as the basis of the annual child count and to enable the transfer educational and health records as the children move throughout the state and nation. Migratory children ages 3-21 years of age who have not graduated from high school are provided with supplemental educational and supportive services such as, free and/or reduced cost school lunch, referrals to health and dental services, school supplies, supplemental tutoring during the regular school year, and where concentrations of children are located during the summer months, programs which include instructional services in reading, language arts, math, science, and technology.
Currently, the Montana Migrant Education Program has a statewide recruitment specialist located in Lewistown and data collection specialists located in Hysham, as well as four regional site-based instructional and supplemental service programs that operate in the greater Yellowstone County area at Huntley Project School District, Clarks Fork Valley at Fromberg School District, Missoula County at Hellgate School District, and an anticipated cherry harvest program later in the summer in the Flathead Valley located at Polson School District.

Please note that the deadline to obligate (binding commitment to spend) FY 2020 SRSA funds is: September 30, 2022. The deadline to obligate FY 2021 SRSA funds is next year: September 30, 2023.
Fiscal Year 2018 – 2021 SRSA Grant Performance Periods and Liquidation Deadlines
The US Department of Education extended the performance period for fiscal year (FY) 2018 SRSA awards until September 30, 2021. Additionally, beginning with FY 2019, SRSA awards are available for obligation (binding commitment to spend) for twenty-seven (27) months. See the below table for details specific to active SRSA awards. The obligation deadline for unobligated SRSA grants awarded in FY 2018 and FY 2019 is now September 30, 2021. Additionally, per 2 CFR 200.344 (effective November 2020), the liquidation end date for all active REAP awards is now 120 days, which is reflected in the liquidation deadlines in the chart below. The liquidation periods reflecting this change from 90 to 120 days have been updated in G5.gov for all applicable SRSA grant awards.
