2020 Census data to calculate fiscal year 2023 (School Year 2022-23)
Each year, the United States Department of Education (USED) sends to each state the population and poverty estimates for all Local Educational Agencies (LEAs) participating in federal formula grant programs. This data was released on December 16, 2021, and it is available here.
The USED will use the 2020 Census data to calculate fiscal year 2023 (School Year 2022-23) allocations under Title I, Part A of the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act (ESEA). Each State Educational Agency (SEA) and LEA must review the data to make sure that it is accurate. Please note that these numbers are not based upon enrollment and low-income counts from districts, and they are not reflective of any changes that may have been caused by the COVID-19 pandemic. The SEA and LEAs have until March 16, 2022, to challenge any data that is thought to be incorrect. The OPI does not handle the challenges, nor provide information on the process. The list of school districts used for the 2020 Census estimates is based on the SY 2020–2021 school district boundary survey conducted by the Census Bureau with the help of the district mapping coordinator in your State. Please note that the school districts on this list include only “regular” school districts that have geographic boundaries. The list does not include, for example, special school districts that a State recognizes as LEAs, such as charter schools or regional vocational education districts. These LEAs do not require “corrections” to the Census Bureau’s boundary survey data; rather, the ESEA and 34 C.F.R. §200.72 require an SEA to adjust the SY 2021–2022 Title I, Part A LEA allocations that ED determines to accommodate new or special LEAs not included on the Census Bureau's SY 2020–2021 list.

Private, Non-Public Participation in Federal Programs Notifications
Each spring, districts are required to notify all private, non-public schools within their district boundaries of the right to participate in federal programs. Notifications to districts about this process, along with directions to the OPI web application and required documentation will be sent out the first week of March. Districts will need to submit all pertinent information to the OPI no later than March 25, 2022.

Upcoming change from DUNS to UEI number for all ED grantees
Dear Colleagues,
I want to share the update below on an important administrative change that has been in the works for the past several years and which goes into effect in early 2022.
The Federal Government will transition from the use of the DUNS Number to the new Unique Entity Identifier (UEI) as the primary means of entity identification for Federal awards government-wide effective April 4, 2022. UEIs are required in accordance with 2 CFR Part 25 [ecfr.gov], and the transition from DUNS to UEI will result in the UEI being issued by the Federal Government in SAM.gov [sam.gov]. This means entities will no longer rely on a third-party to obtain an identifier (i.e., a DUNS issued by Dun and Bradstreet). Starting on April 4, 2022, the Integrated Award Environment (IAE) systems (i.e., SAM.gov [sam.gov], FPDS, eSRS, FSRS, FAPIIS, and CPARS) will comply with the Federal Government’s requirement to end use of the DUNS Number for Federal award management.[1] The U.S. Department of Education’s Grants Management System (G5) will also implement this transition on April 4, 2022.
The following are key factors related to this transition:
- Entities currently registered in gov [sam.gov]with either an active or inactive registration have been assigned a UEI. The UEI is viewable in the entities’ registration records in SAM.gov [sam.gov].
- Entities with inactive registrations, or registrations needing updating, must ensure that their renewal or updates occur on time and as required within SAM.gov.
- From now until April 3, 2022, entities that are not already registered in gov [sam.gov] and who wish to do business with the Federal Government must obtain and/or use a valid DUNS to register their entity in SAM.gov [sam.gov]. On and after April 4, entities who are not registered in SAM.gov [sam.gov] will be assigned a UEI when they register and will not need to use a DUNS for entity registration or reporting.

The FY 2022 REAP MES is now available for your review and posted as an attachment on the REAP MAX page. In your review of the MES, please verify that all State-submitted data is accurate and up to date, including average daily attendance (ADA), LEA contact information, State rural definition, LEA operational and/or virtual status, and SAIPE equivalent poverty data. Additionally, please review the following procedures and ensure that they were applied correctly to LEAs in your State:
Non-LEA entities: An entity is not included in the REAP MES if it has an operational status of closed or inactive. The MES also excludes an entity that is generally not considered to be an LEA by its SEA, such as those identified as a State-Operated Agency, Federally Operated Agency, and Other Education Agency. If an LEA has been erroneously removed from the MES or the MES includes a non-LEA entity, please notify your REAP program officer.
Fully virtual LEA: Schools that are full virtual centers (i.e., all instruction offered by the school is virtual, although students and teachers may meet in person for field trips, school-sponsored social events or assessment purposes; all students receive all instruction virtually) are ineligible to receive REAP funding. For the purposes of REAP, ADA has been removed for each fully virtual LEA as well as the LEA’s locale code. If an LEA has been erroneously labeled as fully virtual and had its data removed, please notify your REAP program officer.
Mergers/Consolidations: Several LEAs merged or consolidated prior to FY 2022. The MES includes combined data for these new or merged LEAs, per internal REAP processes. If you need to report a merger/consolidation in your State or a would like to make a correction to the data for merged/consolidated LEAs, please notify your REAP program officer.
We are working to post the MES to our website [oese.ed.gov] as soon as possible. Once the website is updated, we will be contacting eligible LEAs to notify them of the opportunity to review the data. We will post the message to LEAs as an attachment here on MAX when we send it. We will ask LEAs to work with their RLIS State Coordinators if there is a need to update any of the information. We encourage you to also reach out to LEAs in your State to verify this data, and it may be useful to reach out to LEAs that are on the cusp of eligibility to ensure that their data is also accurate.
We ask that you submit any changes or corrections to the MES to your REAP Program Officer by COB on Friday, February 4.
Please note that we are making changes to the MES on a rolling basis and plan on posting an updated version early next week. We request that you review the updated version to ensure that the updates in your State are accurate. You do not need to reply to your REAP program officer unless you need to request a change.
The updated version of the MES will include two new pieces of data when available: the DUNS number and UEI for each SRSA-eligible LEA with a positive allocation. This data is publicly available on SAM.gov [sam.gov] and we are sharing in an effort to support both SEAs and LEAs in the transition to UEIs on April 4, 2022. Please note that we are sharing this with State Coordinators only and will not be including DUNS or UEIs on the public version of the MES posted to the REAP website. Our goal is to open the SRSA application in early February. We will share the date when it is available. We will publish an updated MES in coordination with the release of the application.
