This EPA four-part webinar training series is designed to assist Asbestos Hazard Emergency Response Act (AHERA) designated persons in understanding their responsibilities to help local education agencies comply with federal asbestos in schools regulations.
Part 1: Introduction to Asbestos
Friday, August 13, 2021 @ 12:00PM – 1:30 PM CST
Participants will learn about the following:
- Knowledge of Asbestos
- Asbestos Hazard Emergency Response Act (AHERA)
- Health risk associated with asbestos
- Asbestos exposure risk
Featured Speakers:
Rich Ponak - Enforcement Officer for the US Environmental Protection Agency, Region 3. Conducts inspections and case development for CAA NESHAP, TSCA AHERA, TSCA Lead, and FIFRA.
Arthur L. Frank, MD, PhD - Professor of Environmental and Occupational Health at Drexel University. He is trained in both internal medicine and occupational medicine and holds board certification in both fields. Major research activities have included the study of occupational lung diseases such as asbestosis and silicosis, occupational cancers, especially those related to asbestos exposure.

Part 2: Local Education Agency/Designated Person Requirements Monday, August 16, 2021 @ 9:00AM – 10:30AM CST
Participants will learn about the following:
- Local Education Agency/ Designated person requirements under AHERA
- Development of an Asbestos Management Plan
Featured Speakers:
John Podolinsky, DEQ Small Business Ombudsman, Montana Department of Environmental Quality - Prior experience includes running the Asbestos Control Program administering State asbestos and EPA's asbestos NESHAP regulations, as well as a project officer on the Libby Asbestos Superfund Project.
Annette Satterly, MS, CRM, CIC, CSRM, CPSI, Risk Management Associate - Accredited as an asbestos inspector and management planner in the early 90s. Nearly 30 years of worker’s compensation experience, the last 24 years with the Montana School Boards Association (MTSBA) and Montana Schools Group Interlocal Authority (MSGIA).

Part 3: The AHERA Inspection and Surveillance

- AHERA Inspection
- Reinspection and Surveillance

John Pavitt, Environmental Protection Specialist for the US Environmental Protection Agency. Manager of the EPA Region 10 Asbestos NESHAP compliance program in the Pacific NW and Alaska. Compliance inspector and case officer.
Sigrid Dahlberg, P.E., Principal Engineer, Dahlberg Design. Consultant working with school districts on AHERA compliance. Provides project design and construction oversight for removal and management of asbestos, lead, and other hazardous materials in schools and public and commercial buildings, keeping clients in compliance with OSHA and EPA regulations.
