The Case for Consistent Climate-Smart Regulations Across Jurisdictions
Invasive plant regulations are most likely to reduce invasive species spread if they are consistently enacted across political borders and proactively restrict species early in the invasion process. In this talk, we’ll discuss list consistency with a focus on Montana and neighboring states. We’ll also examine list proactivity based on current distributions and potential range shifts with climate change.
To understand what determines the content of these lists, we’ll provide a case study that focuses on the weed risk assessments that lead to invasive plant regulation, and some ideas for making lists more climate change proactive and consistent across borders.
Finally, we’ll review an assessment of invasive plant sales to provide context for how regulatory lists are working in practice.
Eastern Heath Snail
New Report and Resource Page Available
Invasive Eastern Heath Snails are on the move in central Montana. The UM Bureau of Business and Economic Research recently completed a report: The Potential Economic Costs of the Eastern Heath Snail to the State of Montana.

South Dakota Finds Invasive Mussels
Invaders now 75 miles from Montana border
South Dakota officials confirmed a new population of invasive zebra mussels in Lake Pactola Reservoir 13 miles west of Rapid City in the Black Hills.
Wyoming Game and Fish Commission is considering banning boats coming to the state from South Dakota and has already banned boating in a reservoir near Newcastle in an outright war against zebra mussels and other aquatic invasive species.
Montana Fish, Wildlife & Parks is working closely with South Dakota and regional partners to ensure containment measures are put in place to prevent zebra mussel movement on watercraft.
Help Protect Montana's Water. Stop at watercraft inspection stations and follow the principals of Clean - Drain - Dry.

Tree of Heaven Control Project in Columbia River Gorge
The Underwood Conservation District is working to remove and replace the Tree of Heaven with appropriate native and locally adapted trees.
Tree of Heaven is a preferred host for the Spotted Lanternfly a new and emerging pest in the US that feeds on a wide range of fruit, ornamental and woody trees.
